This position is located in the Office of Audits, Middle East Region Operations Directorate (AUD/MERO), which is part of the Office of Inspector General (OIG) for the U.S. Department of State (Department) and United States Agency for Global Media (USAGM). AUD/MERO has responsibility for planning, conducting, reporting, supervising, and coordinating audits and evaluations of high-cost, high-risk Department programs located in crisis and post-conflict areas worldwide.

Duties

Help
  • Plans, conducts, and participates in comprehensive audits, evaluations, and special inquiries of Department organizational entities located in crisis and post-conflict areas, but may include domestic entities and other overseas posts.
  • Provides expert audit services in connection with an audit covering broad departmental programs.
  • Participates in entrance conference with high-ranking officials, direct the survey which includes intensive analysis of problems associated with audit objectives and establishes audit workshops to refine audit objectives.
  • Participates in the annual planning process by proposing specific audit objectives, areas of emphasis, and problem areas.
  • Assists in coordinating information and schedules for site visits with relevant agency offices, domestically and overseas, and with external parties.
  • Briefs the Audit Manager on progress of performance audits; identifies significant audit areas which require decisions; and presents recommendations and options on audit Go/No Go direction, including expansion or curtailment of initial audit efforts.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, public administration, accounting, economics, public policy. international relations, international affairs. or political science.

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Experience in conducting comprehensive audits, evaluations, and special inquiries of federal entities located in crisis and post-conflict areas, preparing reports on work processes and programs in accordance with applicable standards.
  • Experience in independently writing significant portions of comprehensive clear, concise and objective audit reports with well-defined findings and well-reasoned recommendation for corrective actions.
  • Experience in planning and developing detailed audits plans of significant scope and complexity that clearly define audit objectives, scope, and methodology in accordance with Government Auditing Standards.

  • Experience in evaluating the economy, efficiency and effectiveness of program and management operations, identifying instances of fraud, waste, and mismanagement, and determining compliance with applicable laws, regulations, and policies relating to U.S. foreign policy, foreign assistance, or international security.
  • Experience in independently writing comprehensive, clear, concise, and objective audit reports with well-defined findings and well-reasoned recommendations for corrective actions.
  • Experience developing audit procedures in accordance with Government Auditing Standards; the priorities, deadlines, and milestones that pertain to audit team member assignments; and providing assistance to audit team members while executing the audit and drafting the audit report.
