Duties

Help

As the Human Resources Specialist in this position, you will:

  • Assist with administering the agency's leave and work-life programs, and advise FEC Commissioners, management, OHR, and staff on all aspects of these HR programs, including, but not limited to the Family and Medical Leave Act (FMLA), Paid Parental Leave under FMLA, Voluntary Leave Transfers, earned leave and leave without pay administration, ad hoc leave flexibilities, temporary leave programs, the telework program, worker's compensation, and nursing employees' program.
  • Provide advice and policy interpretation, counsels employees and managers.
  • Serve as Employee Assistance Program (EAP) coordinator, connecting employees to services, providing trainings, and serving as liaison for important agency EAP needs, such as death in service cases.
  • Evaluate and interpret legislation, regulatory, and/or policy guidance affecting HR program areas.
  • Conduct program analysis, data analysis, and report writing to meet internal reporting required by collective bargaining agreements and senior leadership, fulfilling data requests from other offices and the bargaining union, and preparing a high volume of ad hoc and annual reports and responses required by Congress and other federal agencies.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

GS-12: Have one full year of specialized experience in providing assistance in employee work-life programs and HR policies. This must include activities such as: 1) assisting in leave programs, employee assistance program (EAP) and work-life programs; (2) interpreting legislation, regulatory, and/or policy guidance affecting HR program areas; (3) assisting with draft corrective action plans and responses to recommendations on HR programs and audits; (4) communicating HR benefits and work-life policies and procedures to agency staff; This experience must be comparable in scope and responsibility to the GS-11 level in the Federal service (obtained either in private or public sectors).

GS-13: Have one full year of specialized experience in providing expert consultation regarding employee work-life programs and HR policies. This must include activities such as: 1) overseeing leave programs, employee assistance program (EAP) and work-life programs; (2) evaluating and interpreting new or proposed complex legislation, regulatory, and/or policy guidance affecting HR program areas; (3) planning and overseeing special projects involving key human resources issues, including employee engagement.;(4) drafting new policies and procedures regarding work-life programs and communicates updated requirements to management and staff; (5) conducting program analysis, data analysis, and report writing to meet internal reporting requirements; This experience must be comparable in scope and responsibility to the GS-12 level in the Federal service (obtained either in private or public sectors).

In addition, you must provide a cover letter describing your experience with the competencies identified below:

1. Technical Competence: Uses knowledge of HR leave and work/life programs that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, analyzes, and evaluates technical information related to the job; advises others on technical issues.

2. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

3. Problem Solving: Identifies root problems; determines accuracy and relevance of information; gathers data; uses sound judgment to generate and evaluate alternatives; understandings competing interests, resource allocations, and limitations; innovates; makes actionable recommendations.

4. Communication: Gives information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; writes memos, emails, and reports that are accurate, clear, and convincing.

5. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

6. Workload Management: Manages multiple projects, tasks, and competing priorities. Effectively prioritizes duties based on critical nature and requestor. Experienced in effectively managing a large workload for multiple stakeholders.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
