Duties

Help

As a Geographer your duties will include but are not limited to the following:

  • Plans, coordinates and implements major GIS and data applications or systems for complex, high-impact projects throughout the area of responsibility
  • Developing and managing GIS databases related to assets (planning, design, repair, replacement, etc.), facility boundaries (cadastral surveys, rights of way, corner monuments), land acquisition, planning, and management.
  • Provides local and regional staff with policy and technical guidance regarding GIS and data applications and use.
  • Serves as a GIS Specialist for the office and ensures that best practices are followed for both spatial and non-spatial data.
  • Provides technical support and guidance to local staff on implementing appropriate mobile data collection technologies and systems to support local GIS project requirements.
  • Produces GIS and data products, including highly sophisticated maps and reports, digital databases, tables, graphs, and documentation, to be used by Field, Regional and Washington office managers of the FWS.

Qualifications

Only experience and education obtained by 09/16/2022 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR
  2. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education.

Minimum Qualification [GS-7]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-5 in the Federal service. Experience includes 1) Working with spatial analysis using Geographical Information Systems (GIS); 2) Acquiring GIS and non-spatial data to support analysis and map production; 3) Creating spatial datasets and revising existing ones by drafting additions/and or deletions. OR
  2. 1 year of graduate-level education or superior academic achievement. OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Minimum Qualification [GS-9]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-7 in the Federal service. Experience includes 1) Produces spatial analysis using Geographical Information Systems (GIS) data from various source materials of different scales and types, ranging from printed material, digital imagery, and field collected data; 2) Integrates knowledge of data management for the development, documentation, analysis, and use of spatial and relational databases; 3) Manages GIS and non-spatial data to support analysis and map production. OR
  2. 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-11]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-9 in the Federal service. Experience includes 1) Plans, coordinates, and implements major GIS and data applications or systems for complex, high-impact projects throughout the area of responsibility; 2) Provides local and regional staff with policy and technical guidance regarding GIS and data application use; 3) Independently designs, develops and implements models and analyses using appropriate software technologies; 4) Recommends alternative strategies to collect, structure, and analyze geospatial data; 5) Utilizes cloud based apps to develop and deliver mapped data to target audiences. OR
  2. 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.

Knowledge digital cartography and database design in order to plan, coordinate and implement major GIS and data applications.

Knowledge of GIS software, ESRI ArcGIS, and ArcGIS Extensions for spatial analysis using both raster and vector operations.

Knowledge and experience in GIS applications and geographic procedures as applied to natural resources management, natural resources and geographic mapping, and database development.

Knowledge of geography, cartography, or natural resource management.
