Duties

The incumbent is responsible for leading and supporting operational issues, resolution, and providing technical assistance and guidance from the William J. Hughes Technical Center to En Route, Oceanic, and Decision Support field facilities. This technical assistance involves support to the resolution of site issues or problems, the installation of system modifications, and site restoration activities as required. This position is critical to ensuring the safe and efficient operation of the National Airspace System (NAS). As such, incumbent participates with a team of technical representatives in the development, enhancement, planning, conducting and documenting of processes for various Second Level Engineering system activities.

Incumbent provides support of National Airspace Systems (NAS) systems and subsystem application requirements. Participates in the test and evaluation of highly complex integrated NAS automation systems. Leads in the deployment of NAS automation systems to the field. Provides responsive service in the resolution of field issues with automation systems required for maintaining safe, efficient, productive, and cost-effective operation of the NAS.

These activities may include providing technical assistance to field personnel for the resolution of system issues including support to NAS monitoring and the Second Level Engineering Help Desk. The principal duties in this area are to ensure timely issues resolution and correction of modern network-based distributed real-time automation systems and to take steps necessary to avoid future occurrences. This requires that the incumbent coordinate activities with system engineers, field personnel, headquarters, region, and management as required.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Typical assignments may include: limited system development; collecting, recording and analyzing data/information; identifying problems; performing investigation and inspection activities; and initiating compliance and enforcement actions.

Incumbent supports the overall system/subsystem and oversight of automation, development, test, and site support. Supports analysis of change vehicles and evaluates and manages Commercial Off the Shelf (COTS)/Commercially Available (CAS) products and provides recommendations on how to test these products and strategies to address field concerns once the products are deployed.

Incumbent authors or updates documents such as National Change Proposals (NCPs), System Engineering Documents (SEDs), System Support Directives (SSDs), or any other engineering and/or technical documents. Authors or updates Test Plans, Test Procedures, and Test Evaluation Master Plan (TEMP). Authors or updates System Support Directives (SSDs), Technical Instructions, and Key Site Test Plans and Procedures.

Performs a mixture of routine and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-10-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience leading IT operations in support of real-time aviation automation systems, to include analyzing symptoms of, and defining solutions to, problems associated with traffic flow management aviation systems, this includes analyzing system performance and fault information, identifying causes of system failures, and recommending corrective action.
