Duties for the position:

  • Oversees programs that provide workers with the information, advice, job search assistance, income maintenance, and training they need to get and keep good jobs.
  • Advises and participates with the administrator on all planning and policy matters, undertaking critical and sensitive assignments and acting for, or representing, the Administrator on program and management matters, which require executive level coordination and cut across organization lines or do not specifically fall within the assigned purview of any of the elements comprising OWI.
  • Provides directions and instructions, interprets the rationales of established management policies and methods, and serves as a resource person.
  • Performs full authority to speak for the Administrator and to commit the resources of OWI as is necessary in accordance with the personal views and interests and program goals and objectives of the Administrator.
  • Supervises Program Manager division chiefs, ensure divisions are producing work in accordance with agency priorities and underlying statutory requirements, and guide division work plans to adjust to changing needs of the US workforce and economy.
  • Oversees work of specific OWI divisions or units and OWI cross-functional teams and agency-wide teams led by OWI and ensures that products delivered, and deadlines are met.
  • Serves as an expediter of priority projects and assignments.
  • Participates actively with the Administrator and key staff in all significant programmatic and management planning and policy and decision-making sessions.
  • Leads or oversees cross-cutting strategic initiatives as requested (e.g., Strengthening Community Colleges, building new programs Congress authorizes or appropriates, strategic investments, strategic planning and budget formulation, etc).
  • Reviews and signs for the Administrator priority documents and correspondence which require the Administrator's approval, concurrence, or attention
  • Exercises continuing responsibility on behalf of the Administrator for the general assessment of program operations in meeting established goals and objectives.
  • Coordinates financial resources of office's programs with budget and finance officials, to ensure budget formulation and execution advance the agency's goals.
  • Leads OWI's development and implementation of metrics for effectiveness and work quality, including those for customer satisfaction.
  • Oversees development of new or updates of existing Standard Operating Procedures.
  • Identifies cross-office training needs, and develops and oversees implementation of training and succession planning.
  • Identifies problems in program administration, proposes policy or process solutions, represents the office in the agency's cross-office planning, and leads cross-division implementation.
  • Identifies areas for streamlining or efficiencies of scale and makes recommendations to the Administrator for process improvements.
  • Investigates issues to establish the nature and scope of identified programs and recommends methods and techniques to be utilized to resolve them.
  • Identifies problem areas and suggests changes in resource requirements and modification to program plans.
  • Ensures that implementation of operating plan obligations are met, program performance goals are closely tracked, and prepares suggestions for mid-course corrections.
  • Ensures OWI's web sites are accurate and reflect current strategic directions.
  • Represents the Administrator and other OWI key staff members in meetings with the Assistant Secretary, other ETA components, and Department of Labor officials. Also, may represent OWI in meetings or projects with Office of Inspector General (OIG), Government Accountability Office (GAO), Office of Management and Budget (OMB) and staff from various Congressional committees.
  • Represents and speaks for the Administrator in meetings, conferences, and other forums on ETA and Department-wide programmatic, administrative, and management issues affecting OWI.
  • Advises the Administrator and key officials on the uses and limitations of the various administrative management techniques and on the consequences of the various choices and decision which they can make.
  • Reviews and signs for the Administrator priority documents and correspondence which require the Administrator's approval, concurrence, or attention.
  • Directs the development of pertinent information for briefing the Administrator of findings and appropriate actions.
  • Meets with high-level officials of the government and non-government sectors and takes action or makes commitments which reflect the goals, objectives, and views of the Administrator.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Qualifications

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

  • Experience overseeing the overall planning, direction, and timely execution of agency programs including development, assignment, and higher-level clearance of goals and objectives for supervisors and managers of subordinate organizational units;
  • Experience using judgment and discretion in determining intent, and interpreting and revising existing policy and regulatory guidance for use by others within, or outside;
  • Experience exercising final authority for the full range of personnel actions and organization design proposals recommended by subordinate supervisors;
  • Exercising planning, organizing, carrying out, and overseeing the execution of a variety of agency operating programs, as well as special projects and assisting in administering programs and activities, which are designed to assure effective nationwide implementation; and
  • Experience assuring subordinate supervisors provide supervision and oversight, involving significant and extensive coordination and integration of the number of important projects and program segments in their areas of responsibility and expertise.
