Duties

Help
  • Administers a full-service program of outreach, marketing, and education to Department bureaus, offices, and posts to communicate awareness of the Library’s services and resources.
  • Collaborates with the Chief Librarian to report on the progress of the library in achieving its marketing and outreach goals and objectives.
  • Develops and disseminates a variety of communications materials and initiatives promoting library programs and services, including promotional campaigns, notifications, marketing materials, brochures, fliers, newsletters, etc.
  • Coordinates with other internal Department offices and groups on joint outreach efforts.
  • Collaborates with other librarians and program staff to design, develop, implement, and evaluate communication strategies for marketing and promoting library programs and services.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service that demonstrates the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art.  This experience must be related to the work of the position. In addition, qualifying experience must demonstrate the following:   

  • Experience with developing and implementing strategic plans for library services.
  • Demonstrated experience with conducting outreach initiatives to publicize library resources and services.
  • Experience developing marketing materials such as newsletters, fliers, brochures, in both hard copy and digital formats.
  • Experience with surveys, focus groups, and other needs assessment activities to gather feedback on library services and resources.
  • Experience preparing written reports and other documentation that articulates the value and impact of  library services.

There is no substitute of education for specialized experience for the GS-12 position.

BASIC REQUIREMENTS:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and
abilities essential for providing effective library and information services.
