Summary

This position is located in the Training and Workforce Development Branch (TWB), Division of Human Resources Management (DHRM), Office of Management and Policy (OMAP), Office of Inspector General (OIG), Department of Labor (DOL). The TWDB has overall responsibility for planning (short and long term), development, operational review and implementation of training, occupational and leadership development programs for all OIG employees.

Duties

Help

Duties include:

  1. Assists in designing and developing traditional, blended, and a-Learning curriculum as well as in establishing the full range of strategic training and development short and long-term program goals.
  2. Manages the OIG Employee Mentoring Program by selecting the participants, planning and hosting the workshops, hosting semi-annual reviews, monitoring, and evaluating the program.
  3. Manages employee awards program. Advise and assist managers, supervisors and employees regarding rewarding employee performance through Agency awards program. Develops plans, procedures, and operating methods for administering the OIG Awards Program. Leads the administration of the OIG Employee Awards Program, which includes a comprehensive annual presentation of the OIG, Secretary's Honor Awards, and CIGIE awards.  Effectively, evaluate of the awards program.
  4. Works with senior specialists in developing detailed needs assessments and determining what programs and/or training need to be developed and implemented based on those assessment activities.  Evaluates individual courses or activities to determine their effectiveness in meeting established objectives and makes recommendations on modifications in focus and strategies.  Develops course materials, training aids, instructional methods, and other related activities covering training or workforce development opportunities. Materials developed incorporate a variety of approaches, media, and other training tools and techniques.  Works with a variety of staff in the review and assessment of existing training and workforce development materials and programs, making specific recommendations for modifications and technical improvements. Provides technical assistance to managers and supervisors to develop employee training and Individual Developmental Plans.
  5. Prepares written reports, narratives, and correspondence for programs and projects that include statistical analyses of training and workforce data, conclusions, and recommendations for action. Prepares tables, graphs, charts, and program descriptions from raw figures available in program records and/or previous evaluation studies. These activities involve the use of computers and software to manipulate data and create presentations that can be interpreted by management.  Makes oral and written presentations and reports, as appropriate, outlining status, changes, and direction of activities.

Qualifications

GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Examples of specialized experience includes but not limited to: 1) Experience in developing and delivering training and programs, as well as the implementing adult learning methods and strategies to establish a continuous learning environment within the organization, 2) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; 3) Experience formulating and implementing new training techniques and best practices to enhance existing training programs to meet emerging program requirements; 4) Experience developing performance management tools, and implementing monitoring and evaluation systems to track projects, program goals and milestones; 5) Experience in writing a variety of documents for different audiences.

GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience for this position is defined as but not limited to: 1) Managing agency-wide learning and development programs including supervisory and managerial training programs or leadership development programs and Diversity, Equity, Inclusion, and Accessibility (DEIA) training programs; 2) Providing expert advice and recommendations related to training to supervisors, staff, and leadership; 3)Managing complex projects and completing project schedules and bringing together teams of contributors to move projects to completion by deadlines; 4 )Designing and administering program and training evaluation surveys including briefing stakeholders on results; serving as Learning Management System Administrator by recording and tracking completions, running reports, and analyzing training-related data to enhance training programs and ensure compliance with mandatory training requirements 5) Applying research-based principles and practices to design, develop, and deliver support tools, online learning and live classroom training events, and program curricula; 6) Developing and delivering 508-compliant training and  marketing materials; 7) Representing the agency in recruitment-related outreach events or activities in support of efforts to promote agency as an employer of choice.

No Permanent Change of Station funds (PCS) will be offered.

This position is outside the bargaining unit.
