Duties

Help

This position is located in the Quality Assurance and Operations Support Directorate in the EPA Office of Inspector General (OIG) as part of the Office of Audit (OA). The incumbent serves as the Director and is responsible for collaborating with OA leadership, the OIG senior management team, staff at all levels of the organization, and with OIG’s stakeholders to direct mission and mission-support activities.

Responsibilities

The ideal candidate will perform the following duties: 

  • Plan, develop, direct, and oversee a quality assurance program to determine whether OIG policies and procedures are uniformly applied across the agency.
  • Serve as a senior OIG representative in meetings and conferences with high-level EPA and other agency/government officials and outside interest groups.
  • Responsible for collaborating with OA leadership, the OIG senior management team, staff at all levels of the organization, and with OIG’s stakeholders to direct mission and mission-support activities.
  • Assess the integrity, economy, and efficiency of OIG personnel, programs and operations.
  • Work with various internal and external stakeholders, in resolving issues and improving operations.
  • Provide direction and leadership to Office of Inspector General (OIG) senior and line staff in maintaining and improving project quality.

Qualifications

Basic Requirements for Performance Auditors

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following: 

QUALIFICATIONS INFORMATION

GS-15: Experience 

  1. in overseeing a quality assurance program to determine whether the Inspector General's (IG) policies and procedures are uniformly applied to assess the integrity, efficiency, economy of IG personnel, programs, and/or operations;
  2. identifying and/or recommending policy changes to promote efficiency, economy, effectiveness, and/or implementing improvements;
  3. advising internal and/or external stakeholders on policy and guidance related to auditing and evaluation standards;
  4. conducting Peer Reviews of other Office of Inspectors General in accordance with the auditory regulations such as the Council of Inspectors General on Integrity and Efficiency (CIGIE) guidance;
  5. assessing financial and operational controls such as the Federal Management’s Financial Integrity Act (FMFIA);

Education

Mandatory Education Requirement.

There is no substitution for specialized experience at this grade level. 

You MUST provide transcripts to support your educational claims. Unofficial transcripts are acceptable during the application process. Official transcripts will be required upon appointment. 

Continuing Professional Credits (CPE) and/or Continuing Education Units (CEU) may be converted into academic credit hours when evaluated by both higher education institutions and special examining and assessment services. You must submit the CPE/CEU evaluation along with your transcripts. CEU/CPSs are most commonly converted via a formula that considers at least ten (10) CEUs to equal a single academic hour.  The most authoritative U.S. guide to CEUs is provided by the International Association for Continuing Education and Training (IACET). Information on converting CEUs to academic credit hours, and vice versa, is provided by the American Council on Education (ACE).

  • One semester hour is equal to 15 CPE credits.
  • 1 CEU equals 10 contact hours, 3 CEUs equal 1 semester hour and 30 contact hours equal 1 semester hour.
