Duties

Help

  • Leads a team of specialists to carry out studies and analyses and to select successful methods and techniques used by other organizations. Takes a leadership position by independently stimulating and persuading State, and national organizations, management and labor, and other groups/individuals to actively support registered apprenticeship and other worker training programs and assist management and labor in the development and the implementation of national-level training plans, standards, and programs which will have application throughout the industry or that portion of the industry concerned. Provides leadership in formulating methods for getting results through cooperative efforts. Serves as a senior level program expert and authoritative consultant including leading and providing technical assistance and resource management support for key apprenticeship and training activities.
  • Maintain awareness of and become familiar with the key information in their industry including key challenges, top in-demand occupations, programs, sponsors, success stories, best practices, legislation, tax credits and other incentives, upcoming programs, and partners.
    Studies new and proposed legislation and regulations to determine impact on the program. Administers and monitors working conditions related to national guideline material. Supports OA goals to increase the number of active apprentices in emerging and/or non-traditional industries (i.e., non-construction) through direct engagement with existing and prospective apprenticeship sponsors, Registered apprenticeship development, facilitating partnerships with industry, non-profit, and education partners, including minority owned businesses, minority professional trade organizations, and minority serving organizations (MSIs) that build apprenticeship programs.
  • Develops and submits request for apprenticeability determination of occupations to the national office. Develops and applies new methods and techniques to achieve agency goals and solve problems where existing guides are largely inapplicable.
  • Conducts a comprehensive analysis and evaluation of registered apprenticeship programs to determine the extent to which sponsors are compliant with EEO requirements. Promotes and secures the cooperation of Federal agencies with responsibilities around apprenticeship and training in order to maintain consistency and address apprenticeship concerns that may have a national impact. Identifies and conducts studies for the resolution of systemic issues or multi-area crises for utilization area or industry-wide.
  • Serves as the Regional Industry Liaison (RIL) for the specific industries assigned. Serves as the Regional Industry Liaison as a central point of contact and subject matter expert (SME) for their respective industries. Disseminates information to industry stakeholders and connects industry stakeholders, OA staff, and the public by creating, and convening industry work groups; attending and hosting virtual and in-person apprenticeship events, including Accelerators to connect with industry stakeholders, including current and potential program sponsors.
  • Revises guideline material for utilization area or industry­ wide. Provides expert advice and assistance on matters concerning the development of apprenticeship standards/programs and apprenticeability of occupations to field staff, state apprenticeship agency staff, representatives of labor and industry. Negotiates acceptable agreements to resolve conflicts and controversial disputes. Elicits support of program officials, customers, and other concerned parties.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12), in the Federal service or equivalent experience in the private or public sector. Specialized Experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills and abilities to successfully perform the duties of the position. Applicants must meet All of the  statements below. Specialized experience is defined as:

  • Experience providing recommendations and activity involving major changes or new policy, or programs are reviewed only in terms of overall agency priorities, budget limitations, and consistency with organization objectives and policies.
  • Experience using considerable judgment, initiative, and resourcefulness in developing, revising, or interpreting these guides for application to apprenticeship and training programs, and must understand the functions and responsibilities of related workforce development programs and activities.
  • Experience reviewing and analyzing of a variety of interrelated issues involving registered apprenticeship and other worker training programs.
  • Experience interpreting program data, developing proposed changes, and anticipating the effects and outcome.
  • Experience developing and applying new methods and techniques to solve problems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
