This position is located in the Office of Multilateral Affairs (CDP/ICP/MA), Bureau for Cyberspace and Digital Policy (CDP), U.S. Department of State, located in Washington D.C. The incumbent will be responsible for leading policy formulation and execution with respect to U.S. engagement in multilateral organizations with the International Telecommunications Union (ITU). Advises on the impact of digital economy, telecommunications and information technology policy initiatives.
Summary

The incumbent will be responsible for leading policy formulation and execution with respect to U.S. engagement in multilateral organizations with the International Telecommunications Union (ITU). Advises on the impact of digital economy, telecommunications and information technology policy initiatives.
Analyzes policy options and develops strategies for achieving short or long-term United States Government policy goals. Proposes options and alternatives to CDP leadership on decisions regarding positions and policies on digital economy.
Coordinates with regional and functional bureaus to ensure USG trade policy and development objectives are met. Coordinates preparatory processes with government and private sector to develop U.S. positions and proposals to multilateral fora.
Establishes and maintains liaison with policy level officials within the Department, foreign governments, and international organizations to ensure views and interests are promoted with international telecommunications and information technology.
Leads U.S. delegations to international multilateral fora, meetings and conferences of the International Telecommunication Union and the Inter-American Telecommunication Commission (CITEL).
Drafts, clears, and issues program directives, policies, procedures, and other materials for use by posts and geographic bureaus in program implementation. Provides follow-up problem solving assistance and technical consultations as required.
Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must have the required experience or education as described below and meet any selective factors, when specified.BASIC REQUIREMENTS: Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR
Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR
Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.
OR
Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.
OR
Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)
IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience implementing and developing policies and programs related to multilateral relations.
-Experience evaluating policies and activities related the digital economy, telecommunication and information technology.
-Experience leading international negotiations related to telecommunications and digital economy policy.
