Duties

Help

The major duties are:  

Recruitment/Placement: Provides advisory services to management officials in the areas of recruitment and examining for a variety of positions.  Provides in-depth and comprehensive advice on special employment programs such as disabled employees, students, veterans, and affirmative action recruiting, etc.  Solves pay setting issues such as special salary rates, locality pay, highest previous rates, maximum payable rate, mandatory promotion rule, grade and pay retention, and various other pay flexibilities such as superior qualifications appointments, advances in pay, recruitment and relocation bonuses, etc.

Processes personnel actions in accordance with Federal regulations and standards. Identifies prior federal service, determines service computation dates, sets and establishes pay using Federal compensation regulations and policies.

Position Classification: Performs complete position classification services that include reviewing, evaluating and establishing individual positions; conducting on-site position audits; preparing comprehensive position classification reports documenting findings and recommendations; and maintaining official classification records in designated areas.

Uses word processing software, printing and scanning equipment to produce a variety of documents. For example, uses database and spreadsheet software to enter, revise, sort or calculate, and retrieve data for standard reports; and scan documents to be uploaded into e-OPF files. Transmits and receives documents and messages electronically.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Qualifications

For the GS-9 grade level, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-7, in the Federal Service.  Specialized experience consist of providing advice on the various advertising methods; preparing and coordinating recruitment job opportunity announcements, including dissemination of announcements and applying basic human resources principles, practices, and concepts in gathering and analyzing facts and drawing conclusions, responding to inquiries, and communicating factual and procedural information clearly.  Processing personnel actions (e.g., pay actions, leave, benefits and payroll), using automated systems {e.g. , e-OPF, NFC, HR Connect).

For the GS-11 grade level, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-9, in the Federal Service.  Specialized experience consist of providing human resources advice and guidance to managers, employees and applicants; conducting strategic recruitment discussions, job analysis, creating and positing job opportunity announcements and occupational assessments, reviewing applicant qualifications, and referring eligible candidates for employment consideration; researching and interpreting staffing regulations and procedures; researching classification standards to classify positions and prepare evaluation statements.  Processing personnel actions (e.g., pay actions, leave, benefits and payroll), using automated systems {e.g. , e-OPF, NFC, HR Connect).

Applicants may qualify at the GS-9 level with:    Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LLB. or J.D., if related

Applicants may qualify at the GS-11 with:  Ph.D. or equivalent doctoral degree or  3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

B. Specialized Experience:

Specialized Experience GS-9: One year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-07) in the federal service.  This experience could have been obtained in the private or public sector. 

Specialized Experience GS-11: One year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-09) in the federal service. This experience could have been obtained in the private or public sector. 

C.  Combination of Education and Specialized Experience: Graduate level education as described in A above, but less than two years or a completed degree, and specialized experience as described in B, but less than one when combined, the percentage of the education and specialized experience requirements completed must be at least 100%.
