The Associate Chief Financial Officer (ACFO) for Budget Formulation serves as the primary advisor to the VHA Chief Financial Officer on all matters that pertain to developing and justifying VHA's input into the President's Budget each fiscal year. Incumbent directs these activities through 4 direct reports and 15 subordinate staff with responsibility for VHA budget formulation and associated legislative and regulatory cost estimation. Assimilates inputs from Congress and Office of Management and Budget (OMB), 18 VHA VISNs, 176 VHA Medical Centers, VHACO program offices, and leadership throughout the Department and the Administration.
The Associate Chief Financial Officer for Budget Formulation reports to the Deputy Chief Financial Officer, Office of Finance. The responsibilities include, but not limited to the following:
Serves as a key financial advisor to the Under Secretary for Health, and as the corporate resource projection manager for VHA. Working with both Headquarters program officials and with field organization units, the incumbent directs the estimation and justification the financial requirements to support an efficient, cost-effective healthcare delivery system that fully meets the healthcare needs of a continually diversifying Veteran population.
Manages the financial systems necessary to support Headquarters and field decision makers in projecting needs, including frequent collaboration with the Chief Strategy Office on outyear models. The incumbent provides the oversight necessary to ensure the credibility and accuracy of financial data used for projections at all levels of the VHA organization.
Directs the activities through Headquarters staff and field staff who may include Title 38 employees. Headquarters staff are located in Washington, DC and virtually. The incumbent has the responsibility of providing staff and technical support to develop Congressional and OMB justification in support of a national need for the over $100 billion Medical Care budget.
Assists the CFO with the management of the VHA budget formulation process, assisting VHA and VA senior leaders with making essential tradeoffs and understanding implications of various funding options. Upon the recommendations of the USH, VHA Senior Leaders and the CFO, the incumbent directs the building of oral and written justifications for budgets based on anticipated adjustments of resources and workload, within the areas of responsibility for VHA.
Provides advice and assistance to key staff officials and program managers in budgetary activities, in determining the establishing program funding levels and distributive allowances necessary for them to meet their statutory and programmatic responsibilities.
Conducts resource analysis of health care proposals, including those proposed from within VHA and those suggested by Congress or other policy entities, that impact health care facilities' resource requirements in the short and long-term.
Reviews the effectiveness of current general policies, plans, procedures and standards pertaining to resource management activities in liaison with the Chief Financial Officer.
Develops and maintains a system of reporting, and for analyzing and interpreting resource information by VHA activities and by designated servicing activities under the control of other VHA elements.
Maintains continuing overview of developing resource needs, Congressional legislation, and White House priorities and provides regulatory impact analysis reviews and recommendations.
Identifies, develops, maintains, and validates data to more effectively support the VHA resource management activities, including the Information Resources Management capabilities of the Allocation Resource Center to support the Office of the Chief Financial Officer and other VHA offices.
Provides access to key officials of historical budget development and enactment documentation and advises how past funding trends impact future fiscal requirements.
Supports and promotes constructive innovation, empowerment, productivity, accountability, and continuous improvement within the incumbent's area of responsibility.
Prepares and provides the timely submission of the Office of National Drug Control Policy budget and responds to external review bodies independently providing all requested information on behalf of the VHA Office of Finance.
