Duties

Help

The incumbent serves as the Director of the Procurement Innovation Lab and as the DHS Acquisition Innovation Advocate (AIA), responsible for maintaining theProcurement Innovation Lab as a front-leader in the federal procurement innovationsector and supporting the DHS acquisition community as well as federal agency partners in transforming Federal acquisition processes and outcomes.

Specific responsibilities include:

  • Champions ideas for Government-wide procurement innovation through the AIA Council, DHS AIA Council, and other relevant Government-wide forums and groups. Builds coalitions internally and with other Federal agencies, non-profit and private sector organizations to achieve common goals.
  • Leads a team that provides expert technical guidance and procurement innovation coaching to procurement teams across DHS, collects feedback through post-award and post-performance interviews, and shares lessons learned across the acquisition community through a variety of training events. Uses iterative methodologies to manage teams and work products.
  • Responsible for timely briefing OCPO leadership on PIL procurement projects as needed, summarizing the issues and timelines, identifying benefits and risks to DHS and providing recommendations on issue resolution so that leadership can effectively champion procurement teams and support removal of obstacles.
  • Responsible for supporting the development of PIL Innovation Coaches. Serves as an advocate for the CPO supporting the development of a culture within the acquisition community that is receptive to procurement innovation and managed risk taking to improve mission outcomes and enhance awareness and adoption of procurement innovation.
  • Responsible for establishing and maintaining relationships within OCPO, across management lines of business (e.g., CFO, CIO, OCRSO), and within HCA organizations to contribute to CPO's objectives regarding communication and collaboration and to foster procurement innovation and a smart risk-taking mindset in relevant stakeholders.
  • Shares at various levels best practices on industry engagement throughout the procurement process and opportunities to incorporate viable ideas from industry into the procurement innovation process.
  • Serves as a principal advisor on non-traditional procurement models, such as rapid phased prototyping using other transaction authority, commercial solutions opening pilot program authority, prizes and challenges, and FAR-based flexibilities, and including adoption of innovative, cutting-edge procurement models already in use at other federal agencies.
  • Analyzes and evaluates extremely complex and sensitive contracting problems affecting the ability for DHS to meet its mission.
  • Integrates new developments and best practices into DHS acquisition regulations, policies and procedures.
  • Analyzes proposed and recently passed complex acquisition regulations and recommends and/or develops appropriate implementation procedures and policies.
  • Provides oversight and direction to a team of subject matter experts, technical specialists and support staff.

Qualifications

BASIC QUALIFICATIONS: Applicants must meet the requirements for the GS-1102 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-1102 Website and demonstrate in a separate narrative that you possess the Professional/Technical Qualifications (PTQs) listed below.

You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; Guidance on Business Related Coursework for the GS-1102 Contracting Series.

FAC-C Level III or equivalent certification is required. Documentation must be attached to the application package. For DoD applicants seeking to meet the certification requirements for FAC-C Level III through an equivalency determination, please provide one of the following required verification documents:

  1. Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Level III Certification, or
  2. Acquisition Career Record Brief (ACRB) showing proof of a DAWIA Level III certificate, or
  3. Department of Defense Contracting Professional/Foundational Certification along with your DAU transcript.

OR

Occupied a GS-1102-14 position since at least January 1, 2000.

In addition: You must have completed all mandatory training prescribed by the head of the agency for progression to the GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position.

If selected, and if you are not currently employed by DHS in the 1102 series at the GS-14 level or above, you will be provided a reasonable timeframe to complete the mandatory training.

Additional Qualifications: You must possess all of the mandatory Professional/Technical Qualifications (PTQs). These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading teams and/or projects for a comprehensive business program in a complex organization. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service, or its equivalent with state or local government, the private sector or nongovernmental organizations. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

You must address each PTQ separately, and you should not exceed two pages per PTQ. You are required to respond to all PTQs. If you fail to do so, you will be rated as 'ineligible'.

Professional/Technical Qualifications (PTQs) (Mandatory):

PTQ 1: Demonstrated extensive experience and expert knowledge of laws, regulations, and policies governing the federal acquisition of supplies and services. Prior experience must reflect responsibility for both pre-and post-award management and administration of major acquisitions.

PTQ 2: Demonstrated experience to work collaboratively and persuasively across multiple lines of business, Components, and across agencies to build consensus that delivers outcomes to meet mission needs of the organization.

PTQ 3: Demonstrated experience in developing, delivering, and measuring the success of procurement related training to diverse audiences including the Acquisition Workforce, industry, and other stakeholders.

You must submit THREE written PTQ narrative statements that clearly and concisely document specialized experience.

Note: Responses to PTQs must not exceed 2 pages per PTQ, for a total of 6 pages.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments and experience. Your resume and PTQ narrative statements will be evaluated by a rating and ranking panel, and best qualified candidates will undergo an interview and a reference check. The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority.
