As a Supervisory IT Specialist (SYSADMIN) your duties will include but are not limited to the following:

Serves as a subject matter expert for IT Systems. Develops and executes detailed test plans. Provides guidance on the preparation of change requests and authors configuration management submissions.

Provides expert advice, counsel, and instruction to employees, supervisors, and management on issues pertaining to systems and the administration of them, and establishes and maintains strong relationships with internal and external counterparts from multiple IT disciplines to lead IT systems development projects and to collaborate on evaluating the effectiveness of installed systems and devising solutions to problems and issues.

Serves as the principal OCIO/Bureau/Office point of contact for creating, configuring, maintaining, and updating all IT systems.

Analyzes and develops system requirements; integrates systems across disciplines; defines the scope and level of detail for systems plans and policies; assesses new systems design methodologies to improve functionally, performance quality and security; leads or performs implementation activities; identifies the need for changes based on new technologies; reviews and evaluates security response policies; develops long-range plans; reviews new systems, networks, and designs for compatibility and feasibility; and resolves integration issues related to the implementation of new systems with the existing infrastructure.

Coordinates with OCIO on the development of systems and application policies guidelines, standards, requirements, and procedures. Recommends ways to optimize the operability, functionality, and security of the Department's enterprise systems.

Analyzes, monitors and optimizes systems performance, security, and capacity. Plans and conducts simulations to determine capacity requirements and recommends hardware/software replacements or upgrades to meet current future requirements.

Provides administrative and technical oversight to subordinate staff.

Qualifications

In order to qualify for this position you must possess Minimum Qualifications.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Minimum Qualifications for the 13 grade level:
One year of Specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Examples of Specialized experience may include: Experience utilizing network systems management methods and network architecture to operate, maintain and troubleshoot highly efficient network systems; experience applying Information Technology principles, methods, and practices to review networking projects and policies for changing mission priorities and providing guidance to resolve complex issues and/or challenges; experience providing situational awareness of organization network status (including utilization, threats, bandwidth) and real world threats, emergencies and other current issues to an organizations leadership on a consistent basis.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.

Mastery of, and skill in applying, knowledge of capacity management principles, concepts, and tools, including modeling and simulation techniques for IT systems.

Mastery of, and skill in applying, IT systems security principles, concepts, and methods, as well as knowledge of multiple IT systems disciplines, DOI's and the Bureau/Office enterprise IT architecture, and project management principles and methods sufficient to ensure the integration of IT programs and services into the design and management of IT systems; and to review, evaluate, and draft/develop systems administration policies and requirements.

Knowledge of management/supervisory principles and practices to provide leadership; to direct and motivate employees; to plan, organize and direct work; and, to implement organizational change.
