Duties

Help

The employee serves as an advisor to the Branch Chief and formulates and implements policies and procedures pertaining to EEO complaints and reasonable accommodations, and matters affecting the hiring, retention, and employment of targeted groups.  Specifically:

Serves as an advisor responsible for planning, organizing, coordinating, and implementing a difficult and integrated EEAB program; and supports the overall administrative framework to ensure the effectiveness of non-discrimination and affirmative employment programs across the agency.

Assists the Branch Chief, Equal Employment & Accessibility in the implementation and enforcement of the EEO laws including the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, the Equal Pay Act of 1963; the Genetic Information Nondiscrimination Act (GINA) and Section 503 of the Rehabilitation Act.

Oversees intake and referral of EEO complaints and ensures the quality of the EEO complaint process; and advises on issues of policy and background of discrimination complaints and agency-wide guidelines for the complaints process. 

Makes recommendations regarding approval and/or denial of requests for reasonable accommodations. Reviews and processes requests for reasonable accommodation; consults and coordinates with intra-agency technical personnel and experts as necessary.  Provides technical advice, guidance, and recommendations regarding accommodations.

Conducts technical research to stay abreast of changes in EEO laws and regulations and assesses their impact on the EEO complaint process or reasonable accommodation requirements.

Reviews issues raised in EEO complaints to identify substantive matters including patterns of practice, supervisory attitudes, or other potential problem areas that could result in denial of equal opportunity to individuals.

Classifies internal and external resources available to help facilitate the selection of effective reasonable accommodations.

Supports the Branch Chief, Equal Employment & Accessibility with training coordination for managers, supervisors and employees on employee rights and responsibilities under EEO and Civil Rights laws. 

Coordinates input from stakeholders on the revision of EEAB policies, procedures, and training programs to advance the employment of underrepresented groups; Writes and/or updates NSF policies and procedures and develops compliance letters in accordance with Equal Opportunity Employment Commission (EEOC) guidelines. 

Conducts neutral fact-finding analysis, prepares counseling reports, and/or provides technical guidance to contract counselors. Communicates allegations of discrimination to managers and supervisors and offers alternatives for resolving complaints.

Represents the Foundation at conferences, seminars, and meetings pertinent to EEO, complaints management, and ADR.

Assists in the preparation of the annual MD-715 report, the 462 statistical reports, the quarterly No Fear Act report, and the Annual No Fear Act Report to Congress.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-11 level, you must have one year of specialized experience equivalent to the GS-09 level in federal service performing a variety of equal employment tasks in support of an organization. Specialized experience includes: receiving and reviewing EEO complaints, reviewing and making recommendations for reasonable accommodation requests, and supporting the affirmative employment program for an organization. OR

Possess a Ph.D. or equivalent doctoral degree. OR

Possess 3 full years of progressively higher level graduate education leading to such a degree. OR

Possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 level in federal service performing a variety of equal employment tasks in support of an organization. Specialized experience includes: Overseeing the EEO complaints process, reviewing and making determinations for reasonable accommodation requests, and managing affirmative employment programs for an organization.

Education

Education may be substituted for experience as described in "Qualifications" at the GS-11 level. If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 level.
