As a Supervisory Biologist your duties will include but are not limited to the following:

This position is a Supervisory Fish & Wildlife Biologist. The incumbent will serve as the manager of Invasive Species Team at the Pacific Islands Fish and Wildlife Office in Honolulu, Hawaii. This team works across the office, DOI bureaus, and regional and national partners on issues related to invasive species, including interdiction and eradication, biosecurity, and early detection and rapid response. Additionally, the team provides guidance and support to other biologists in the Pacific Islands Fish and Wildlife Office in evaluating and managing the impact of invasive species to endangered species survival and recovery under section 4, 7, and 10 of the Endangered Species Act. The incumbent's primary responsibilities include supervising a specialized team; managing dynamic workload and priorities; engaging with State, Federal, territorial governments, and non-governmental partners on a range of invasive species priorities; and serving as a member of the Pacific Islands Fish and Wildlife Office leadership team.

  • Supervision and development of first line supervisors and biological staff.
  • Contribute to the leadership of the office through collaboration with your supervisory peers.
  • Provides guidance and oversight over invasive species control, eradication, interdiction, and early detection & rapid response programs, and collaborates with local, regional, and national partners on priority invasive species topics
  • Coordinates with others to gather, organize, and interpret information and ensure the information is accurate and complete for program management and decision making.
  • Keeps Office leadership and Regional Coordinators informed of significant (high priority, politically sensitive, controversial) issues.
  • Fosters cross-program and cross-agency cooperation.
  • Provides assistance to field office staff and other Service programs and provides recommendations to the Program Managers and other managers on technical, policy, and procedural issues related to program elements of responsibility.
  • Reviews, prepares, and delivers briefings, training, and other oral presentations.
  • Communicates face-to-face, by telephone, and through electronic mail with peers, managers, partners, and the public to convey information, recommendations, and feedback; receive input; and discuss issues.
  • Conducts or contributes to strategic planning including program priorities development, workload analysis, policy development, program evaluation, and tracking and reporting.
  • Develops and implements measures to increase program efficiency and effectiveness (e.g., streamlined processes, procedural guidance, information management systems, and communication methods).
Implements and oversees program, Regional Office, and Headquarters projects and assignments.

Qualifications

Only experience and education obtained by 08/09/2022 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. Combination of education and experience - courses equivalent to a major course of study (24 semester hours) in biological sciences, agriculture or natural resources management, chemistry plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full 4 -year course of study with a major as described above.

Minimum Qualification [GS-13]
  1. One year of specialized experience equivalent to the GS-12 level in the Federal service that demonstrates in-depth knowledge, skills, and abilities to lead natural resources conservation programs designed to benefit fish and wildlife species. Specialized experience is defined as performing ALL of the following: 1) Manage/lead staff of biological/natural resource professionals; 2) Evaluate invasive species response and control strategies and develop collaborative solutions for resource management problems; 3) Write scientific papers and technical reports; and 4) Mentor lower-level employees on response and control of invasive species as well as their impact on endangered species recovery and habitat conservation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
