Help

As a Logistic Management Specialist (Heavy Equipment) your duties will include but are not limited to the following:

  • Identify property items for replacement or surplus in accordance with policy.
  • Develop and implement a program to facilitate efficient and effective purchases of heavy equipment and vehicles and associated materials.
  • Develop training projects or modules for development of equipment and vehicle operations skills of field staff.
  • Provide and conduct safety training for heavy equipment.

  • FWS Training: Selectees must be able to obtain and maintain U.S. Fish and Wildlife Service (FWS) certification in operating and instructing HEST and ORUV safety training.
  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment
  • Travel: Selectees may be required to travel 75% of duty time spent in a travel status.

In order to qualify for this position you must possess the Minimum Qualifications.

Minimum Qualification GS-7
A. I possess one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-05) in the Federal service. Examples of experience may include: assisting with interpretations of policy and safety regulations related to equipment operation, maintenance and transportation; conducting, documenting and completing necessary actions following equipment and vehicle condition assessments; reviewing vehicles and heavy equipment requirements and based on need determines additional resources needed.
OR
B. I have a bachelor's degree, or have successfully completed of a 4-year course of study leading to a bachelor's degree from an accredited college or university.
OR
C. I have less than one year of specialized work experience as described in A and have not yet completed four years of education above high school as described in A. I do have, however, a combination of experience as described under letter A above and education as described under letter B above which, when combined, is equivalent to 100% of the qualification requirement. (Only education in excess of the first 60 semester hours may be used in this calculation). To calculate your percentage of education, first determine the total number of semester hours that exceed 60 semester hours (or your school's definition of one year of study), then divide the total number of your excess semester hours by 30 (or your school's definition of one year of study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.

Minimum Qualification GS-9
A. I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience may include: assisting with interpretations of policy and safety regulations related to equipment operation, maintenance and transportation; conducting, documenting and completing necessary actions following equipment and vehicle condition assessments; reviewing vehicles and heavy equipment requirements and based on need determines additional resources needed.

B. I possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Logistics, Advanced Supply Chain Management, Fire Management, etc.

C. I possess a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.

Promotion Potential to GS-11: This position involves a multi-grade career ladder for GS-346-7/9/11. The major duties listed represent the duties at the GS-09 level. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. 3. Ability to research technical specifications, capabilities, and suitability of applications under various field conditions of a wide variety of equipment and use in supporting management recommendations.
4. Basic understanding of methods in the Federal sector used in equipment procurement for a wide variety of equipment and vehicles (e.g., excess property, GSA contracts, equipment rental) sufficient to identify management options for the management of the NWRS vehicle and Service equipment.
