Duties

Help

DED promotes economic progress on or near tribal reservations through various means, including funding for feasibility studies for entrepreneurship/business development and broadband deployment, tribal tourism-related funding, small-business incubators, technical/strategic advice on business development, and working with tribes and individuals on accessing the vast scope of federal and private-sector resources that support economic development. The position serves as the Senior Policy Analyst to the Chief, DED , advising the Chief on business development and procurement related issues, projects and budget. Also responsible for accomplishing major analytical studies and/or projects related to procurement policy as it affects Indian enterprises and economic development.

Major Duties

Advises the Chief, Division of Economic Development on planning, developing, organizing, coordinating and oversight of implementation of business development, including related administrative issues, projects, and budget.

Maintains liaison with Federal, State, local agencies, the Tribes and private industry to assist in development of business opportunities. Develops and maintains relationships throughout Indian Country to identify matters of mutual concern and to pursue productive courses of action toward mutual goals.

Leads and supports efforts to improve economic conditions in Tribal communities and spur job creation on reservations. Works with Tribes, Tribal organizations, other federal partners, and stakeholders to identify barriers to economic progress at reservations and tribal communities and works to develop ways to surmount them.

Works with academic and financial institutions to encourage students to pursue studies in business development, eventually leading to entrepreneurship and business opportunities for both the tribes and tribal members.

Provides advice and recommendations on tribal economic development issues to the Director and Division Chief. Performs quantitative and qualitative analyses of various business and economic development efforts and provides recommendations concerning policies developed or administered outside the division that impact Indian economic development. May also support all stages of the DED grants, including review of solicitation and grant applications.

Prepares recommendations and budget justifications for resource requirements to accomplish economic development projects; negotiates with managers of various components of the Department and Indian Affairs to obtain needed resources and support.

Qualifications

GS-13
To qualify for the GS-13 grade level you must possess at least one year of specialized experience at the GS-12 grade level or equivalent in at least four of the six of the following which includes:

  1. Administering programs/initiatives supporting Tribal economic development, such as Tribal broadband programs; tribal tourism, business incubators; feasibility studies for Tribal business; job creation; and workforce development for Tribal communities
  2. Administering federal grant programs, loan guarantee programs, or other federal funding sources for Tribal economic development;
  3. Leveraging federal initiatives and programs with the private sector for economic development;
  4. Cultivating effective communications and working relationships with tribes, tribal organizations, federal agencies, and the private sector;
  5. Researching, writing, and analyzing on economic development issues for a variety of audiences, including senior management, tribes, and the general public; and
  6. Presenting on a wide-range of economic development topics, including how to access and use available economic development resources and tools (e.g., grants, loans, technical assistance) and economic development strategies to audiences of variable sizes, including Tribal leaders, business executives and senior government officials.
GS-14
To qualify for the GS-14 grade level you must possess at least one year of specialized experience at the GS-13 grade level or equivalent in ALL of the following which includes:
  1. Creating, developing, and/or leading programs/initiatives supporting Tribal economic development, such as Tribal broadband programs; tribal tourism, business incubators; feasibility studies for Tribal business; job creation; and workforce development for Tribal communities
  2. Leading or leveraging federal grant programs, loan guarantee programs, or other federal funding sources for Tribal economic development;
  3. Leveraging federal initiatives and programs with the private sector for economic development;
  4. Cultivating effective communications and working relationships with tribes, tribal organizations, federal agencies, and the private sector;
  5. Researching, writing, and analyzing on economic development issues for a variety of audiences, including senior management, tribes, and the general public; and
  6. Presenting on a wide-range of economic development topics, including how to access and use available economic development resources and tools (e.g., grants, loans, technical assistance) and economic development strategies to audiences of variable sizes, including Tribal leaders, business executives and senior government officials.
