Summary

Incumbent serves as the National Reasonable Accommodation Coordinator (NRAC). The NRAC is the agency's Program Manager responsible for the analysis, development, and implementation of reasonable accommodation (RA) policy, process, and procedures, and for making decisions on RA requests that are not readily granted by first-line managers.

Duties

Help
  • Serves as the principal agency RA subject matter expert. Manages a team of employees charged with processing recommended denials for the agency within CADS, which includes the NRAC Review Team and a cadre of EEO Specialists (Quality Review) charged
  • [CONT] with drafting and reviewing timely, accurate decisions upon all RA requests that are not approved by front-line managers.
  • Makes recommendations to agency Executive management regarding the need to establish new or modify existing RA policy, process, and procedures related to recommended denials. Develops agency guidance documents concerning RA requests and responses.
  • Manage day-to-day workload in which the NRAC directs workload distribution and assignments and schedules working meetings/sessions. Interviews candidates for positions on the team and recommends appointments, promotion, or reassignment of employees;
  • [CONT] evaluates performance of subordinate employees; gives advice, counsel, and/or instructions to employees; refers group grievances and serious unresolved complaints to higher levels; initiates disciplinary measures within delegated authority;
  • [CONT] and approves leave. Observes staff work performance, identifies developmental and training needs, and makes provisions for necessary training and development.
  • Oversees and implements RA processing procedures related to recommended denials, which includes accessible electronic processes that enable the NRAC to review and make determinations on all recommended denials and to track such decisions online.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes developing, administering, evaluating, or advising on an Agency reasonable accommodation program; expert knowledge of equal employment opportunity (EEO) programs and procedural review processes; application of a broad knowledge of EEO regulations as it relates to reasonable accommodations and principles; compliance and enforcement skills; and administrative, management, and consulting skills.

In addition to the minimum qualifications listed above, the applicant must demonstrate the following Selective Placement Factor [SPF]:

Knowledge of Federal reasonable accommodation laws, regulations, policies, and procedures.

To meet this requirement, the applicant must demonstrate three [3] out of following five [5] experience indicators:

  1. Experience applying the Rehabilitation Act of 1973 to determine whether individuals are disabled.
  2. Experience deciding reasonable accommodation requests.
  3. Experience justifying "undue burdens" for reasonable accommodation denials.
  4. Experience defining "essential functions" for positions.
  5. Experience requesting medical evidence to substantiate the need for accommodations.

NOTE: Your resume must specifically address the experiences needed for the selective placement factor. This information is instrumental in determining the highest quality candidates to be referred to the Selecting Official.

COVID-19 VACCINATION REQUIREMENT: As required by Executive Order 14043, Federal employees must be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 no later than November 22, 2021 and submit documentation of vaccination by November 23, 2021 OR shortly after appointment or onboarding with SSA, if this occurs after November 22, 2021. To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.
