Duties

Serves as pilot on a wide variety of flight missions. Resolves routine technical problems without the intervention of a supervisor, project manager, or more experienced pilot. Identifies and informs managers of problems requiring attention. Often develops and recommends techniques to address problem situations. Work supports the success of the mission of the organization and contributes to the safety and security of the flying public. Serves as a restricted or unrestricted 14 CFR 135 Second-in-Command/Pilot-in-Command on Flight Ops missions and is directly responsible for the safe operation of the aircraft. Functions as team member of an assigned air crew. May be subject to twenty-four hour on-call duty. Operations may include transporting passengers or cargo to and from a variety of domestic and foreign airports. Conducts flight inspection and in-flight validation of aeronautical charts and National Airspace data. Conducts research and development flights as assigned. Requires working knowledge of modern cockpit avionics as well as above average ability to use the latest fight planning and computer based aviation programs on laptop computers as well as mobile devices.

Makes recommendations to Pilot-in-Command (PIC) on items such as team training needs, personnel needs of the team, recognition and awards, and suggestions on ways to make improvements to the team. May also be called on to resolve informal complaints. Provides updates to the PIC on team accomplishments, as well as any disciplinary problems that may arise.

Aircraft operations are conducted in accordance with applicable Statutes, Federal Aviation Regulations and other established policies, standards, and procedures. Ensures all necessary documentation required in connection with the flight operation is accurate and completed in a timely manner.

Applies experience and advanced technical knowledge applicable to the specialty area to accomplish assignments. Must satisfy licensing, qualification, and/or certification requirements appropriate to the specialty. Demonstrates some independence in planning time and using assigned resources to complete assignments and small projects. Receives broad direction and guidance from the supervisor. Must work independently using own expertise, judgment and knowledge to accomplish the functions and responsibilities. Work is reviewed by the supervisor only to assure quality and conformance with policy.

Established policies, procedures, and directives furnish guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Work is reviewed periodically by a manager or team leader, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the assignment. Works independently using own expertise and established policies, procedures, and directives for guidance on most assignments. Coordinates with representatives of other FAA organizations, the aviation industry, the military services, and foreign governments during the normal course of business.

This is a sensitive, noncritical position. The mission requirements of this position may require access to information classified up to and including SECRET since the purpose and location of flights, or information aboard the aircraft may be classified.

The incumbent shall maintain a Class l medical certificate and shall possess an Airline Transport Pilot certification. Position requires frequent travel up to 75% and availability on weekends and evenings.

Qualifications

Eligible candidates will be evaluated based on their responses within the application package and Supplemental Qualifications Statement, FAA Form 3330-47-3 ASIP (10/98).

Certificates and Ratings: All applicants must possess either a valid Commercial pilot certificate with airplane, multi-engine land AND instrument ratings OR an Airline Transport Pilot (ATP) certificate with multi-engine land rating. *Selected candidates without an ATP certificate will be required to successfully complete the ATP written exam within 60 days of appointment.* In addition, all applicants must possess either a valid first or second-class medical certificate. *Selected candidates must obtain a first class medical certificate prior to appointment.*

AND

Minimum Flight Hour Requirements

The following flight hour requirements apply to all applicants:

TOTAL FLIGHT TIME - 1500 Hours.

Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.

PILOT-IN-COMMAND TIME - 250 Hours.

Only flight hours acquired as pilot-in-command are creditable.

NIGHT FLYING TIME - 75 Hours.

For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.

FLYING TIME, LAST 12 MONTHS - 100 Hours.

For inservice placement actions, up to one-half of the flight hours may be waived provided the applicant's total background reflects the ability to perform the duties of the position safely. NOTE: Flight time in an FAA approved level C or D full flight simulator is creditable towards meeting the recency of flight experience. If applicable, applicant must document time in the Airplane PIC or SIC blocks of the Total in Last 12 Months section of the FAA Form 3330-47-3.

MULTIENGINE AIRPLANE TIME - 500 Hours.

Experience may have been in either light or heavy multi-engine airplanes.

INSTRUMENT TIME - 75 Hours.

At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g., hood instrument.

Specialized Experience may include but is not limited to, Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.

A selective placement factor (SPF) is a knowledge, skill or ability (KSA) or competency essential to perform the duties of a position. Candidates who do not possess the SPF are rated ineligible/ not qualified and will not receive further consideration for the position.

SELECTIVE PLACEMENT FACTOR (SPF): To qualify at the FV-2181-I Band, applicants must possess a Commercial Pilot Certificate or Airline Transport Pilot Certificate (ATP) and either a valid First or Second Class Medical Certificate. Selected candidates must obtain a First Class Medical Certificate prior to appointment.
