Summary

This position is in the Office of Inspector General (OIG), Department of Labor (DOL), Office of Special Investigations (OSI), which is responsible for conducting DOL employee integrity and related investigations, as well as special investigative and oversight assignments as designated by the Deputy Inspector General or the Supervisory Criminal Investigator.  OSI investigates allegations of fraud, misconduct, waste, abuse, and mismanagement involving OIG and DOL employees.

Duties

Help

1.  Conducts OIG and DOL employee integrity investigations of a most sensitive nature, with significant impact on OIG and Departmental programs.  Investigations may be particularly complex and sensitive, and require high-level attention and coordination with senior level DOL and OIG officials, which arise during employee integrity investigations.

2.  Determines, in conjunction with the supervisor, scope of investigations, techniques to be employed and shares technical responsibility for the results of investigations.  Participates in the development and preparation of full documentation necessary for prospective action.

3.  Reviews and evaluates operational plans and keeps abreast of and maintains and overview of investigative programs in assigned area to ensure consistency of approach, proper technical guidance, training, and assistance in complex and/or unusual investigative matters.

4.  Investigates or otherwise addresses special assignments related to the OIG's oversight responsibilities within DOL.

5.  Develops, establishes and maintains liaison with investigative units of other Federal agencies, Department of Labor agencies, and State and Local representatives to inform them of criminal and civil investigative efforts.

Qualifications

The applicant MUST have one year of specialized experience that equipped him/her with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  The experience must be equivalent to the next lower grade level in the Federal Service.

GS-14

  • Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience includes but not limited to investigations pertaining to Whistleblower Retaliation, employee integrity/ethics and Pandemic Relief/Assistance investigations; financial crimes, contract/grant fraud, theft/misuse of government funds/equipment, Hatch Act and Anti-Lobbying Act SPECIFICALLY AGAINST individuals who are GS-14, GS-15 Senior Executive Service, Schedule C, and Presidential appointees. 

Specialized experience also includes the use of investigative products that resulted in either (1) successful prosecution, or administrative sanctions by the agency (2) direct changes to written directives, policies, standards or procedural memorandums.  (3)  Executive level briefings that YOU presented or (4) Congressional testimony and/or preparation of materials for Congressional testimony. 

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

This position is outside the bargaining unit.

No Permanent Change of Station Funds (PCS) will be offered.

Relocation Incentive will not be offered.

No Recruitment Incentive will be offered.

Candidates required to obtain the necessary security/investigation level.

DOL-OIG allows special agents to telework up to 6 days per pay period with supervisory approval.

DOL OIG requires special agents who have not attended FLETC prior to selection to sign a 3 year service agreement upon accepting an official offer.

Education

There is no substitution of education for the required specialized experience at the GS-14 level.

Minimum AGE Requirements:  An applicant must enter a Civil Service Retirement System (CSRS) law enforcement covered position or a Federal Employees Retirement System (FERS) law enforcement covered position not one day later than his/her 37th birthday.  Please note:  Applicants appointed to Criminal Investigator positions in the Federal civilian law enforcement position covered by special civil service retirement provisions.  Including early or mandatory retirement.  This requirement may be waived is not automatic.  An individual who has passed the maximum entry age limit but previously served in a covered position, may be eligible for consideration and reinstatement of coverage if he/she will be able to complete a total of 20 years of covered law enforcement service by the time he reaches the mandatory retirement age of 57.  See OPM Retirement Handbook for further details.  The Maximum Entry Age requirement (See Maximum Entry may be waived for applicants eligible for veterans' preference.)
