Biologist Morphology Forensic Scientist (Mammalogy) serves as a recognized forensic expert performing professional and scientific work: (1) examination and comparison of a wide range of highly complex and difficult wildlife-related evidence items submitted to the Laboratory; (2) research and development of new or modified methods and procedures to examine, identify and compare wildlife-related evidence items ; (3) review of casework and research by forensic scientists assigned to the incumbent's team or work group; and (4) testimony in federal and state courts of law regarding analytical results and expert witness opinions as to the significance of submitted evidence items in order to support investigations into suspected violations of federal, state and international wildlife laws.

As a Biologist Morphology Forensic Scientist (Mammalogy) your duties will include but are not limited to the following:

  • Actively participates in and/or coordinates the research and development, modification and verification of methods and procedures to examine, identify and compare wildlife-related evidence items submitted to the laboratory.
  • Develops ways of interpreting and reporting analytical findings for effective utilization by law enforcement personnel.
  • Independently conducts forensic examinations or comparisons on a wide range of highly complex and difficult evidence items submitted to the Lab utilizing judgment in interpreting and adapting existing methods and procedures. Common examinations performed include:·
    Species (sometimes subspecies) identification of mammal or mammal hides imported for taxidermy mounts or for the leather or fur industry.
    Species source of partial remains, such as skulls, bones, claws, partial hides, skins. These may be unmodified, or incorporated into crafted items such as jewelry, garments, leather goods, or artwork.
    Hair, bone fragments, or stomach contents requiring microscopic analysis. Identification of whole or partial mammal carcasses.
    Determination of the minimum number of individual (MNI) animals involved and their species in the assemblage of remains of each species identified in an assemblage of remains.
    Determination of age and sex when material submitted is appropriate.

Qualifications

Only experience and education obtained by 07/12/2022 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
1. Completed a full 4-year course of study in an accredited college or university leading to a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to fish and wildlife biology.
2. Appropriate combination of education and experience that included completion of courses equivalent to a major field of study (24 semester hours) as above, plus appropriate experience or additional education comparable to that normally acquired through the completion of a full four-year course of study with a major in the appropriate field.


Minimum Qualification GS-12:
One year of specialized experience equivalent in difficulty and responsibility to the next lower grade level
(comparable to GS-11) in the Federal service. Examples of qualifying specialized experience may include: conducting examinations and analyses of a wide variety of wildlife-related evidence items to identify mammal species; researching and developing new or modified examination methods and procedures to examine, identify and compare wildlife-related evidence items; and preparing analytical reports and technical information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Broad and comprehensive understanding of general scientific theories, principles and practices; coupled with a thorough knowledge of a specific wildlife forensic science discipline in the field of Morphology (mammalogy) and a general knowledge of evidence handling techniques, computer technologies, and evidence photography as applied to law enforcement matters.
  • Knowledge of, and skill is using, a wide range of analytical methods and scientific instrumentation that may include simple, compound or comparison microscopes; monochromatic light sources; digital imaging systems; computerized image scanning or comparison equipment; and UV or IR spectrophotometers; as well as other advanced analytical computer hardware and software in the conduit of complex forensic analyses.
  • Skill in written communication sufficient to present complex analytical materials, as well as associated facts and recommendations, in clear, concise, and logical.
  • Skill in oral communication sufficient to present oral presentations to accommodate a wide range of background and knowledge on the part of the audience.
