  • This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available.

  • Applications may be gathered from additional recruitment sources. These will be added to the pool created by this announcement.
  • Serves as a nurse consultant and technical expert for SSA's Employee Health Services Program. Serves as a management representative during communications with unions.
  • Works closely with the SSA Medical Staff providing program expertise on all health-related matters including planning, developing, implementing administrative and clinical guidelines for SSA employee health centers and health programs nationwide.
  • Researches information and provides recommendations to the supervisor on issues effecting medical programs. Organizes and evaluates information to develop recommendations for program requirements.
  • Performs confidential and sensitive assignments as requested by the supervisor. Provides input on the establishment of goals, objectives, and performance targets for the medical office.
  • Develops, evaluates, and interprets health program policies, provides recommendations regarding clinical aspects of nursing practice and nursing programs.
  • Attends meetings and serves as a back-up contact for the Medical staff, and other top-level SSA staff as directed by the Supervisor concerning sensitive issues.
  • Works closely with the supervisor to plan and implement changes in health programs and facilities nationwide. Conducts site visits to monitor and improve quality nationwide. Plans and implements health facility moves and renovations.
  • Provides background information to the person serving on intra-agency, SSA-wide committees, task forces and workgroups and attends for and acts as the back up when assigned.
  • Represents and speaks for the medical staff when working in a committee or workgroup setting. Responds to inquiries for medical advice nationwide.
  • Assists with administrative duties related to office functions for example, interagency agreements, contracts, FERO, SASSy, RWAs, Safe requests, and security issues. Develops and utilizes inventory and budget tracking tools.
  • Compiles and presents statistical data. Collaborates with other centers, organizations, and health departments to develop recommendations, resolve problems, and implement corrective actions in all areas of medical office responsibility.
  • Provides management with flexible alternatives to minimize or resolve issues. Consults with experts in health care delivery to obtain information or assistance related to issues of concern.
  • Provides guidance and organizes tasks related to all health related matters to include but not limited to infectious disease exposures, medical consultation cases, AEDs, renovations,
  • [cont.] medical emergency preparedness, interagency agreements and contracts. Plans, develops, implements and evaluates national health programs, for example, lactation support, immunizations, and immunotherapy.
  • Provides policy recommendations and white paper drafts to supervisor.
  • Keeps abreast of current trends in healthcare and maintains clinical competence. Creates reports to support and validate analysis of current and future needs the medical office and SSA employees.
  • Conducts special studies and develops comparative analyses to evaluate the effectiveness of clinical practices and health care services provided.

Qualifications

To qualify for this position, applicants must possess ALL of the following:

Education

A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. NOTE: Transcripts are required to qualify for this position.

Licensure
Applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: Proof of Licensure is required to qualify for this position.

Experience
The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. In addition to the mandatory license and education described above applicants must have at least one or more full years of professional nursing experience that is equivalent to the GS-12 level.

To satisfy the educational requirement, submit a copy of your transcripts that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. Foreign Education: If your transcripts show education completed in foreign colleges or universities, you must also provide documentation that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in a conventional/accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.

  • Knowledge of the interrelated aspects of employee health programs, policies and procedures, as well as, analytical and evaluative methodologies in order to assess major, health proposals and/or problems, and to develop new and innovative approaches to complex employee health initiatives.
  • Knowledge of medical/nursing and health programs and system, as well as, relevant analytical and evaluation methodologies in order to evaluate existing health programs and to develop new and innovative approaches to improve the delivery of health programs and services.
  • Skill in expressing and presenting ideas and recommendations clearly, concisely and effectively, both orally and in writing, and maintaining effective working relationships with all levels of management, agency-wide, as well as, with key officials of other government agencies.
  • Skill in designing, directing and conducting a variety of comprehensive health studies where the boundaries of the studies are broad and difficult to determine in advance.
