Duties

Help

As a Fish and Wildlife Biologist your duties will include, but are not limited to, the following:

--Plan, evaluate, conduct a wide variety of complex ecological investigations or inspections involving complex land and water resource development projects, proposals and/or license applications/renewals to determine their impact upon fish and/or wildlife resources and habitats and to ensure that legal standards and other requirements are met and implemented.
--Submit recommendations to the supervisor on technical and policy matters regarding application of the Endangered Species Act (ESA) for sensitive issues with regard to permits including, but not limited to, the status of permits assigned to field offices or other Regional staff and analyze regional permit workload and provides recommendations for streamlining as appropriate.
--Develop, coordinate, or review plans that may encompass any and all programs that affect fish and/or wildlife and their habitat conditions including, but not limited to, fire management, moist soil management, cooperative farming, wetland management, water quantity/quality, timber/forestry, or grassland management and/or restoration.
--Maintain contact and communication with biologists throughout the assigned Region and with other agencies (Federal, Tribal, and state) that have endangered species programs; provide technical biological guidance to requestors implementing programs for the conservation and recovery of threatened and endangered species; and respond to written, telephone, and in-person inquiries from the public and the news media, obtaining and providing requested information within established guidelines of the office and in conformance with Service and Departmental policy.

Qualifications

Only experience and education obtained by 07/05/2022 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Minimum Qualification [GS-11]

1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-9 in the Federal service. Experience may include: 1) consulted with private landowners, federal or state government agencies, or private companies to discuss proposed or existing species or habitat restoration projects, or the effects of development projects within island environments; 2) applied knowledge of environmental policies to administer Section 4, 6, 7, 9, or 10 of the Endangered Species Act; 3) synthesized scientific information and prepared technical correspondence (such as species reports, biological reports, biological assessments, environmental assessments, environmental impact statements, letters of concurrence, biological opinions) to provide clear and concise recommendations to management (such as governmental, territorial, or state agencies, cities, counties, tribes, nonprofit organizations, or land managers.); and 4) conducted consultations or provided technical assistance utilizing the principles of conservation biology and ecology as they relate to the threats of species at risk and their habitats pursuant to the Endangered Species Act. OR
2. Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR
3. Combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

This position is suitable for telework and may be allowed to telework with supervisory approval.

Salary rates:
Hawaii: $68,608-$89,185 per year
Guam: $66,214-83,867 per year

--Knowledge of the principles, concepts and theories in fish and/or wildlife biology and a working familiarity with related disciplines to determine the effect of land and water development projects on the fish and/or wildlife resources of an area.
--Knowledge of applicable Federal environmental laws and Executive Orders, (i.e., Endangered Species Act, National Environment Policy Act, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Fish and Wildlife Coordination Act, Federal Land Policy and Management Act, and Natural Resources Damage Assessment); of other Federal regulations.
--Knowledge of the concepts, principles, methodologies, and practices of conservation biology and ecology in order to provide a critical review of listing, delisting, critical habitat and special rule documents as well as petition and candidate assessment findings and determinations, as they relate to the threats facing species at risk and their habitats, e.g., grasslands, forests, prairies, shrub lands, wetlands, and deserts.
--Skill in problem solving sufficient to be able to recognize critical trends in natural resources, to assess, select, and make optimal use of precedents and available data, and to draw sound conclusions as to alternative courses of action that can be taken.
--Communication skills, includingskill in presenting data and its analyses, and to write objective reports requiring a minimum of reviewing and editing.
--Skill and diplomacy in coordinating activities with other agencies and organizations; ability to deal effectively with the general public; and ability to exercise tact and diplomacy in official association with Federal, state, and local agencies, and with private organizations and individuals.
