1. Plans, organizes and administers a comprehensive nationwide equal employment opportunity (EEO) and workforce diversity program for the agency. Develops policy statements, program guidelines, and operating procedures for agency EEO program activities. The EEO program includes internal pre-complaint and reporting programs, special emphasis, agency affirmative action plans, and reasonable accommodation program.
2. Evaluates the effectiveness of OIG EEO programs with respect to the resolution of systemic problems, elimination of management policies and practices that serve as barriers to achieving EEO goals, effectiveness of special emphasis and achievement of goals in affirmative action plans and reports. Identifies and evaluates innovative systems, practices, and procedures used in other Federal agencies and the private sector that represent best practices for possible adoption by OIG.
3. Serves as an authoritative consultant and advisor to the Deputy Inspector General and other top agency management officials concerning all aspects of equal employment opportunity and workforce diversity. Ensures the visibility and participation of the EEO program in top management meetings and decision-making, to include strategic planning. Provides extensive technical assistance to top agency officials on the settlement or resolution of the most complex complaints of discrimination. Proposes innovative solutions to the resolution of complex complaints.
4. Collaborates with Human Resources and provides input in developing policies and operating procedures that facilitate the effective accomplishment of the agency EEO program. Participates in the review and development of personnel policies and programs and workforce planning documents including recruitment, college relations, internship programs, and human capital initiatives.
5. Sets directions and plans to ensure implementation of the Equal Employment program through subordinates. Plans, assigns, and adjusts work assignments, conducts quarterly or longer term planning for office reviews operations to increase efficiency and productivity. Exercises complete discretion in determining the most effective use of resources allocated to specific goals and objectives.

Notification Concerning COVID-19 Vaccinations. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Examples of specialized experience include but are not limited to:
(1) Providing guidance and interpretation of Equal Employment Opportunity (EEO) laws, statutes, Executive Orders and policies; (2) Planning, developing, and managing organization-wide projects or programs pertaining to EEO, Disability, Reasonable Accommodation and Diversity and Inclusion; (3) Advising leadership on the development, implementation, and management of diversity programs and activities; (4) Developing diversity policy, conducting diversity outreach, diversity strategy development, diversity analysis and diversity metrics and planning; (5) Planning and conducting Special Emphasis Programs.
This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

This position is outside the Bargaining Unit.
There is no substitution of education for the required specialized experience at the GS-15 level.
