Summary

  • Duties listed below are at full performance level:
  • Provide district level management for planning and implementation of complex recreation and related programs and projects including: developed recreation and dispersed use, trails, wilderness, winter recreation, and UTV/OHV use.
  • Participate in recruitment and management of volunteer and other partnerships programs.
  • Develop annual and out-year plans for use of wilderness areas, construction and maintenance of trails, trailhead facilities, campgrounds, and other developed recreation sites in consultation with other resource personnel.
  • Participate in the preparation and tracking of the annual district program of work and budget.
  • Participate in grant writing, grants and agreements management, contracting (including serving as a COR), data management, and accomplishment reporting.
  • Provide program input into a variety of natural resources management planning processes, including participating in NEPA analysis.
  • Coordinate with other natural resource staff to ensure program requirements are included in project planning and execution.
  • Process special use applications including on-the-ground investigations of site suitability, screening, and preparation of associated NEPA reports.
  • Prepare special use permits, prepare and track bills for collection, perform annual inspections of permittees and prepare reports.

Qualifications

Specialized Experience Requirement:

For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Participated in administering and executing a variety of work plans and projects for a units recreation program; Received training and assignments that provided a basic understanding of the pertinent laws and regulations governing recreation management, the procedures and practices employed, and the means for evaluating and securing compliance with legal and regulatory requirements.

One (1) full year of graduate level education .
OR
An appropriate combination of graduate level education and specialized experience.
OR
Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp . The education must have been obtained in an accredited college or university and, which provides the knowledge, skills, and abilities necessary to do the work of this position.

For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Participated in surveys and studies of a units recreation program; Participated in the preparation and tracking of the annual recreation budget; Utilized and maintained computer databases to monitor recreation program activities.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related such as Natural Resources Management or Outdoor Recreation Management.
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed.
