Help

Serve as Branch Chief for the Flood and Storm Protection Division executing the research and development mission of the Coastal Observation and Analysis Branch.
Ensure technical quality of the research working within time and budget constraints. Providing the short and long term resources for research executed in the Branch.
The Coastal Observation and Analysis Branch currently consists of scientists, engineers, students and support staff.
Provide Leadership in developing and updating Branch and Field Research Facility strategic business and marketing plans.
Establish and maintain good working relationships with other agencies, interest groups, professional associations, internal and external clients and team members.
Allocate and schedule resources to execute the Branch workload. Manage and maintain operations status of Field Research Facility assets including research vessels, equipment and buildings.
Solicit and administer sponsored Research and Development including programming and budgetary responsibilities for an annual Branch budget of approximately 8 million dollars.
Review study proposals, progress reports and final products for technical quality, consistency and adequacy.
Conduct performance appraisals and other personnel management responsibilities to include individual development plans for Branch staff and mentoring staff for technical and management positions.

In addition to meeting the basic education requirements above, to qualify for this position you must also meet the specialized experience listed below:

Specialized Experience: One year of specialized experience which includes research of the collection and analysis of oceanographic, estuarine, and morphologic data; assessing model results and observational techniques; and developing observational equipment and collection methodologies to support for harbor monitoring, dredging, beach nourishment, inlet channel maintenance, land and hydrographic surveying and wave measurements.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-4 (equivalent to GS-12/13/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
