Summary

The writer/editor/speechwriter contributes to the FTC's mission by helping to communicate the agency's messages of protecting consumers and promoting competition to the general public and key constituencies. The position is in the Office of Public Affairs (OPA), and collaborates with senior agency officials and other OPA staff to create speeches, articles, presentations and other material that are factual, well-written, persuasive and informative for varied external and internal audiences.

Duties

Help

If you are selected for the Writer-Editor (Speechwriter) position you will perform the following duties:

  • Compose and help develop messaging for speeches, town hall commentary, talking points, blog posts, website material, and other products for large and varied audiences.
  • Prepare written products for OPA's use and for agency public materials, including the agency website, blog, and other online channels.
  • Provide editorial support for the OPA, the Chair, and senior executive level staff, including reviewing and editing sensitive written material and products.
  • Identify and analyze issues of contemporary and future impacts on the FTC.
  • Collaborate with senior agency officials and FTC bureaus, offices, and divisions in the preparation of FTC products.
  • Conduct research, analysis, and interviews on a broad spectrum of the FTC's program areas directly relating to antitrust and consumer protection laws/issues.
  • Serve as a subject matter expert writer and editor for executive communications.

  • Due to COVID-19, the FTC is currently in a maximum telework posture through August 31, 2022. In addition, the agency is currently exploring the possibility of having a remote workforce for current and future employees beyond August 2022.
  • If selected, you will be permitted to temporarily telework from a location outside the local commuting area.
  • Once employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 60 days. At that time, you will be eligible to request telework in accordance with the FTC's telework policy.
  • This position is in the bargaining unit.

Qualifications

To qualify for a Writer-Editor (Speechwriter) at the GS-13 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: researching, writing, and editing speeches, articles, blogs, website materials, or other informational products for public audiences; performing complex research of multiple topics; interviewing subject matter specialists, program officials, and others to develop and check the accuracy of information; determining the best method for presenting information to varied audiences; disseminating information to the public using organizational point of view.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no educational substitution for specialized experience.

Knowledge of the finer techniques and nuances of writing and editing to develop written products for top senior leadership officials' speeches, briefings, testimonials, and other correspondence tailored to specified media and audiences that articulate, interpret, and explain highly complex, potentially controversial, and important agency policies, programs, and positions.

Skill in written communication to write and edit products.

Ability to obtain the organizational support needed in order to conduct research and extract pertinent information/data for inclusion in written products.


Knowledge of the organizational structure, administrative programs, and operations sufficient to respond to both general and specific inquiries. Incumbent must exercise independent judgement on a daily basis as to plan, organize, coordinate, and manage projects/programs in the office.

Knowledge and experience in strategic, oral and interpersonal communications/relations to conduct interviews, negotiations, planning, analyses, and integration; present briefings/findings; and to represent at meetings and conferences.
