Summary

This position is located in the Department of Labor, Office of Inspector General (OIG), Office of Legal Services (OLS).  OLS provides OIG staff with legal advice and assistance necessary to carry out the OIG’s authority under the Inspector General Act and oversees functions such as Records Management, the Privacy Act, Freedom of Information Act and  the government ethics program.

Duties

Help

  • Serves as the principal advisor and technical expert to OIG leadership and to all OIG management officials and employees on matters pertaining to the implementation of the provisions of the Freedom of Information Act (FOIA) and Privacy Act (PA).                                                                                                                                      
  • Independently analyzes complex, sensitive, and exceptional FOIA requests and determines appropriate exemptions.                                                                                           
  • Develops OIG-wide policy, procedures, and guidance for access to Federal records under the FOIA/PA and provides training to OIG employees.                                                  
  • Reviews all requests for access to OIG records and coordinates with appropriate components within the OIG to obtain responsive records and to advise OIG employees regarding appropriate responses.                                                                                                                                                                                                                 
  • Monitors OIG FOIA management activities through data provided by the FOIA tracking system.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service. Specialized experience is defined as: (1) Applying federal laws, regulations, policies, and guidance regarding access to records and information under the Freedom of Information Act and Privacy Act (FOIA/PA), including challenging/complex FOIA/PA requests. (2) Participating in all aspects of an agency’s FOIA/PA program. (3) Preparing supportive documents for FOIA/PA responses as well as complex memos and letters explaining the rationale for the decision to withhold or release. (4) Utilizing superior organizational skills to manage multiple assignments simultaneously.


- This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

- No Permanent Change of Station funds (PCS) or Relocation Incentives will be offered.

- This position is outside the bargaining unit.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

Knowledge of Federal laws, specifically the FOIA and PA;  DOJ regulations and policies; precedent legal decisions; and Office of Management and Budget (OMB) guidance pertaining to the protection and release of information, in particular, the FOIA and its amendments.

Ability to review and analyze reports, correspondence, and other written work products, in order to make disclosure determinations consistent with the applicable statutory and regulatory requirements.

Technology Applications:   Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.

Oral Communication:  Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial).

Writing:  Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner.

Problem Solving:   Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Self-Management:  Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision.
