The Community Living Center (CLC) Nurse Manager is a professional nurse who holds twenty-four-hour accountability for the management of a defined area of of the Community Living Center (CLC) within the G.V. (Sonny) Montgomery V.A. Medical Center. The incumbent is a first level-nursing manager who functions under the direction and guidance of the CLC/HPC Chief Nurse and Nurse Executive/ Associate Director Patient Care Services in providing clinical and administrative leadership. The Nurse Manager is directly accountable to the Chief Nurse. He/she is accountable for writing and adhering to established policies, standards of care, and standards of practice. He/she uses the nursing process to achieve identified goals for the CLC, G.V. (Sonny) Montgomery V.A. Medical Center. As a nursing leader, the Nurse Manager is responsible for the management of Nursing Practice and Nursing Operations within their defined areas of responsibility. He/she facilitates an interdisciplinary approach to high quality, cost effective and customer focused health care. The Nurse Manager directly supervises all nursing personnel in their defined area of responsibility and may supervise administrative staff in some settings also.

  • Planning work to be accomplished by subordinates, setting priorities and preparing schedules for completion of work.
  • Assigning work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of subordinates.
  • Evaluating the performance of subordinates.
  • Making recommendations for appointments, advancements, or reassignments of subordinates,
  • Giving advice, counsel, or instruction to subordinates and referring more serious complaints not resolved to higher level supervisors.
  • Hearing and resolving complaints of subordinates and referring more serious complaints not resolved to higher level supervisors.
  • Recommending and/or taking disciplinary action where appropriate; and identifying developmental and training need of subordinates and providing or making provision for such development and training.
  • Responsible for maintaining continuous survey readiness of his/her neighborhoods.
  • Responsible for performance improvement data, customer service/resident satisfaction, resident and employee safety, interviewing applicants, employee relations, standard of care and practice, the work environment, and long-term care regulatory standards.
  • Actively develops and manages collaborative partnerships with the interdisciplinary team.
  • Responsible for staffing their neighborhoods on a continual basis (24/7), ensures staffing meets established nursing hours per resident day requirements, and works with other CLC Nurse Managers to identify and share resources.
  • Responsible for time scheduling of the neighborhood(s), coaches' staff, deals with employee conduct and performance issues, completes recurring reports and performance evaluations in a timely manner.
  • Participates on service and medical center committees and task force to improve nursing practice and resident care.
  • Identifies educational needs of staff and ensure that these needs are addressed. Works in partnership with the union(s) and adheres to EEO principles.
  • Utilizes creative and intelligent leadership skills and strategies to guide nurses in their professional work, establish and maintain supportive and enabling environments for nursing practice, and support the organization.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • MSN, preferred
  • 3 years of nursing management experience
  • 3 years of Long Term Care (LTC) experience
  • Experience with LTC regulations and survey process
  • Experience with Quality Assurance Performance Improvement (QAPI)
  • Knowledge in MS Words, PowerPoint and Excel
  • Organization and time management skills
  • Nurse Executive Board Certified

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.

Physical Requirements:
Moderate lifting, 15-44 lbs; Moderate carrying, 15-44 lbs; Reaching above shoulder; use of fingers; both hands required; both legs required; Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; both eyes required; depth perception; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid may be permitted)

This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires long periods of sitting down and work in computer. This position may require potentially long periods of continued walking (6 hours), standing (6 hours), stooping, sitting, repeated bending (1 hour), pulling, and pushing. Transferring clients and objects may be required. The incumbent may be exposed to infected clients and contaminated materials and may be required to don protective clothing in isolation situations or invasive procedures. The incumbent may occasionally be exposed to clients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible
individual capable of working effectively in stressful situations, able to shift priorities based on
patient needs.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
