The mission of the Office of Survey Methods Research (OSMR) is to plan and direct a continuing program of research by evaluating statistical and behavioral science aspects of survey programs, suggesting improvements, and conducting statistical development studies with the aim of providing sound and effective survey techniques for BLS programs.  OSMR is comprised of the Mathematical Statistics Research Center (MSRC), the Behavioral Science Research Center (BSRC), and the Data Science Research Center (DSRC). 

The mission of the MSRC is to improve the accuracy of survey data and published estimates, improve the efficiency of BLS data-collection and estimation methods, improve response rates, increase the ease of survey management, and provide general mathematical statistics research support to BLS.  A broader goal is to further the development of mathematical statistics theory and an understanding of the application of this theory to survey methodology.  The primary responsibilities of the MSRC are (1) planning, developing, conducting, and evaluating research activities related to design and estimation methods for complex survey data, (2) planning, conducting and evaluating methods for disclosure limitation and other mathematical methods of risk management, and (3) responding to special requests for research support (for example, consultation or evaluation of current or proposed statistical methods) from BLS management.

The duties include, but are not limited to the following: 

  • Performs the full range of supervisory duties for a staff of professional research mathematical statisticians and support staff, to include assigning work and setting priorities, providing advice and instruction about technical and administrative matters, reviewing completed work projects, and evaluating performance
  • Determines goals and plans of the Mathematical Statistics Research Center and develops resource requirements
  • Collaborates and coordinates with economic research chiefs and program managers on the direction of research involving state-of-the-art methodology
  • Coordinates the long-term research goals and objectives of the MSRC and coordinates and guides appropriate research activities to meet the objectives
  • Develops and sustains professional and organizational contacts and manages a forum for mathematical statistics research at BLS

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Basic Requirement

Mathematical Statistician, GS-1529: A) Degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. 

OR

B) Combination of education and experience - at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. 

NOTE: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

Specialized Experience 

In addition to the basic requirements above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include the following:

  • Provides leadership by setting research priorities, determining research objectives, or developing research agendas to address key research questions related to the mathematical statistics aspects of survey methodology. Substantial experience is demonstrated in one or more of the following areas: complex survey sample design, small domain estimation, imputation, time series, modeling, variance estimation, or Bayesian analysis; AND
  • Independently leads research through one or more of the following means: supervising staff, leading independent research or a team of researchers, or being responsible for the work or assignments of others. Includes final responsibility for research outcomes or deliverables; AND
  • Contributing as a lead author to one or more articles on mathematical statistics topics submitted to peer-reviewed journals or to statistical conference proceedings.
