The Director of IESP, is responsible for planning, managing, directing, coordinating, and overseeing all IESP activities of the Agencies through subordinate staff.

  • Manages and supervises staff and is responsible for ensuring that Division reports are thorough, accurate, and well- written and that Division staff is highly-skilled and technically proficient.
  • Plans work to be accomplished by staff; setting priorities and assigning, directing, and reviewing the work of subordinate employees; developing performance standards; reviewing and evaluating work performance standards; planning for training and development of employees; recommending selections and promotions; and handling other human resources related matters.
  • Oversees Evaluation and Inspection teams and projects from the review design stage to draft report stage, ensuring that work is conducted in accordance with Council of the Inspector General on Integrity and Efficiency's Quality Standards for the Division and guided by the Division's policies and procedures.
  • Assists in maintaining the quality of the Division's products; making operational decisions for the Division; developing and refining the Division's policies, procedures, and practices; and continuously improving the Division's operations and business processes.
  • Represents the Division and the OIG in meetings with the Department and its stakeholders, senior government officials, and other members of the oversight community.
  • Performs special assignments as required by the Deputy AIG for Audit.

Qualifications

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Specialized experience is defined as: (1) pioneering and innovating inspection and evaluation policies, procedures, and standards; coordinating and conducting studies and engaging in special assignments to enhance programs and services from an operational perspective; (2) advising in the development of strategies in order to resolve conflicts on various issues that may be sensitive in nature; (3) and providing guidance on an Agency's operation and program objectives for the purpose of increasing economy, efficiency, and effectiveness.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Additional information

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
