Represents the Under Secretary as appropriate in meetings and serves as Acting Under Secretary in their absence. Assists in maintaining liaison with the Board of Regents and provides staff assistance to committees related to the functions and duties of the Office of the Under Secretary for Administration. Ensures follow-up to actions or policy guidelines approved by the Board.
Assists and advises the Under Secretary concerning the central planning, operations, and oversight of all central finance and administration operations. Is responsible for recommending and coordinating strategic plans, policies, goals, metrics, and related reporting. Monitors unit operational performance in strategic and financial objectives and customer service expectations. Directly oversees all administrative staff supporting the Undersecretary of Administration. Reviews and evaluates the quality and consistency of policies, programs, and operations to ensure improvement. Interacts regularly with unit directors and administrative leadership to develop relationships, solicit feedback, and address challenges.
Performs the full range of supervisory duties for all direct reports. Responsible for all human resources and time and attendance supervisory requirements. This includes recruitment, performance management, discipline, leave, timecard, and travel approval. The position supports the Institution’s equal employment and diversity activities and ensures subordinate organizations' support of such policies. Leads the recruitment of senior personnel for the OUSA organization.

BASIC QUALIFICATIONS
Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four year course of study in an applicable subject matter field.
SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as the demonstrated knowledge and experience with management level responsibility for the administrative and/or financial functions of a large organization. The applications that meet the basic qualifications will be evaluated further against the following criteria:
1. Skill in leading an executive level office that manages a multi-department function. This should include coordinating, planning, goal setting, establishing metrics and reporting protocols focusing on administrative areas including facilities, information technology, human resources, finance, and capital projects management.
2. Knowledge and skill in executive level budgeting and resource management, including long-range planning and strategic financial planning.
3. Demonstrated experience building cooperative relationships, leading collaborative initiatives internally and negotiating solutions that address varied, complex and occasionally opposing interests.
4. Skill in leading and managing a multi-disciplined and culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining and motivating employees; and implementing EEO/Affirmative Action policies and programs.
SUPERVISORY CONTROLS
The incumbent reports to the Under Secretary for Administration. Within broad policy guidelines set forth by the Under Secretary, the incumbent independently exercises full authority and responsibility to achieve the Institution's administrative, financial, and operational goals and objectives. Keeps the Under Secretary and their senior management team apprised of significant policy and program decisions and critical or sensitive problems or issues. Performance is evaluated primarily in terms of overall effectiveness in attaining program goals and objectives.
SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK. This designation will require (1) a pre-employment Security Agency Check (SAC) for the prospective incumbent; and (2) a subsequent comprehensive background investigation and favorable adjudication in order to continue in the position.
