Duties

Help

This position is 100% telework.  However, considering the location of the stakeholders and the work required of the position, the selectee will be expected to physically relocate to one of the states within the Region 6 jurisdiction which consists of Texas, Arkansas, Louisiana, New Mexico, or Oklahoma.  The location will be determined at the time of selection.

The salary indicated in this announcement is the General Schedule (GS) Base salary.  Upon selection, the salary will be adjusted to include the locality pay for the specific location selected for. Refer to Office of Personnel Management (OPM) to view locality salary tables.

The selected candidate will be responsible for providing expert-level advice to the Regional Administrator (RA) to include: coordinating and developing projects, conducting research, collecting and analyzing program data, developing analysis, and planning and implementing programs that meet the goals of the WB.

As a Management and Program Analyst, GS-0343-13, duties will consist of but not limited to the following:

  • Conducts research on prospective organizational partnerships with entities in support of the WB program initiatives, and coordinates the Bureau's Regional Office activities with other agencies and organizations.
  • Assists the RA with the development of WB stakeholder engagements and other activities as determined by the Agency Management Plan (AMP).
  • Drafts talking points, PowerPoint presentations for RA and other leadership and conducts presentations on behalf of the RA and DOL events and meetings (conferences, conventions, seminars, and inter-agency meetings and webinars).
  • Presents recommendations and conduct negotiations with persuading public and private stakeholders such as businesses, nonprofit organizations, and Federal, state, and local government officials of the need and desirability of changes in programs, policies, procedures, and attitudes.
  • Researches and evaluates the content of new or modified federal, state, and local legislation and potential impact on working women.
  • Plans and organizes events that promote WB program initiatives, including the preliminary research for outreach and fact-finding. Works with local, state, and Federal agencies to plan or promote events such as conferences and seminars, listening sessions that focus on women's employment issues.
  • Plans and coordinates project initiatives, which involve the development, implementation, and assessment of programs to improve the status of working women.
  • As a project lead, deals with controversial issues and events and provides advice and guidance on activities and issues pertaining to women's employment and DOL programs.
  • Responds to correspondence addressing controversial issues women face in the workplace.

Specialized Experience:  The resume must demonstrate one year of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Applicants must possess at least 3 of the following 4 required specialized experiences:

  • Developing speeches, talking points, presentations and reports on projects pertaining to issues of concern to working women; and presenting to large audiences at different professional levels; including upper management.
  • Building and maintaining strong, mutual relationships and keeping open lines of communication with key stakeholders, especially with stakeholders that serve the interest and address the employment needs of women. 
  • Providing support in planning and coordinating events, meetings, and workshops for in collaboration with stakeholders, that promote an agency's program initiatives and future projects.
  • Conducting research to determine issue areas and important trending developments, particularly those that affect women.
