Duties

Help

Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities.

The incumbent conducts and/or leads critical operational analysis in coordination with the FAA, industry, and/or government entities in support of the mission of the FAA and key AVS-supported initiatives. Coordinates the organization and execution of key safety analyses and safety performance assessment activities of government-industry collaborative safety teams compromised of FAA, representatives of domestic and international airlines, manufacturers, employee groups, air traffic organizations, and others key stakeholders of the aviation community. Serves as the FAA subject matter expert on these teams by analyzing safety data to identify emerging and changing risks, developing mitigation strategies, and monitoring the effectiveness of implemented actions. Performs major tasks and projects supporting the implementation of key agency safety data sharing initiatives to advance aviation safety in the National Airspace System (NAS).

Applies aviation experience and comprehensive technical knowledge to plan and accomplish projects either as an individual contributor and/or member of a team. Typical assignments may include: analysis of ongoing analysis of critical safety data and information to identify emerging trends, providing technical guidance on statistical methodologies and models to safety teams, and the planning and execution of safety programs for the Office of Aviation Safety (AVS).

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB/SOs) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Incumbent serves as the technical point of contact on projects and programs. Manages the drafting, coordination, editing and distribution of safety reports for approval by senior leadership. Incumbent prepares and presents briefings to communicate safety information to broad audiences of aviation safety professionals. Provides subject matter expertise to collaborative government-industry safety teams. Participates in and supports both national and international forums convened to strengthen and advance aviation safety.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

The incumbent may perform additional duties for the aviation safety mission, as assigned.

Basic Requirements

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

To qualify for this position at the J-band: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS- 13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience conducting risk assessments, leveraging statistical methodologies for analyzing safety trends, and providing technical advice and guidance to management officials and stakeholders.
