Duties

Serves as a technical/safety analysis expert supporting the SSMT program within the Office of Accident Investigation and Prevention, Program Management Branch, AVP-220. The analyst is recognized as a leader and expert advisor in the identification of technical capabilities, ongoing operational use, and sustainment of safety risk assessment tools, collection/processing/analysis of multiple sources and varieties of data, and applied safety analyses in support of FAA LOBs and SOs.

Serves as the Technical Analyst for the System Safety Management Transformation (SSMT) program. Serves as a technical/safety analysis expert for the SSMT program office, co-leads the program’s technical capability identification, oversees development of safety risk models and candidate safety event detection tools, and participates development and sustainment efforts throughout the FAA.

Works with the SSMT Technical Lead on advanced projects requiring state-of-the-art technical knowledge in aviation operations and safety risk assessment. Co-leads the short-term and long-term technical capability plans and future functionality, identifies critical milestones and deliverables, and evaluates technical deliverables produced under contracts, interagency agreements, and memoranda of understanding. Co-leads the development of training and training materials and the identification, scoping, and completion of case studies and collaboration opportunities.

Applies aviation experience and comprehensive technical knowledge to plan and accomplish projects either as an individual contributor and/or member of a team. Typical assignments may include: analysis of ongoing analysis of critical safety data and information to identify emerging trends, providing technical guidance on statistical methodologies and models to safety teams, and the planning and execution of safety programs for the office. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Works with other FAA employees to support the design, development, and implementation of the future SSMT tools and system infrastructure in the FAA's Enterprise Information Management (EIM) environment and the program’s transition from legacy system to the future SSMT system. Identifies relevant data and capabilities from the existing SSMT tools and new / emerging companion systems developed by other FAA LOBs and SOs.

Works with the SSMT Program Manager (PM) on the operational use of SSMT tools and the technical documentation to support AMS entry and follow-on acquisitions. Provides technical input for program documents such as strategic plans; NextGen Segment Implementation Plan; Safety Roadmap; Research, Engineering, and Development proposals; Program Level Agreements; and management briefings.

Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves intervention of management or a more experienced technical specialist. Develops all but unique technical problems without the plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.

Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions or LOB’s/SO’s and may impact on the objectives of the FAA.

Basic Requirements

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

To qualify for this position at the J-band: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS- 13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience decomposing high-level requirements into actionable technical and/or acquisition plans. Experience creating strategy and road maps to leverage technical plans into development and/or operational products and services.
