As a Data Scientist with the Office of the Chief Financial Officer (OCFO) you serve as a subject matter expert in the highly technical and specialized area of data science.

Location of position: This is a VIRTUAL position within OFCO, General Services Administration (GSA). Location is negotiable after selection.

Duties at the GS-13

Work with teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data. Constructs data pipelines using complex tools and techniques to handle data at scale. Analyzes complex data elements and systems, data flow, dependencies, and relationships in order to contribute to conceptual physical and logical data models. Determines the adequacy of input data and ensures integrity and pertinence of output data. Consult with stakeholders and customers to identify the appropriate data, methodological approach, and design. Conducts observational analyses using software and/or programming languages such as R, Python, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derives meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex). Translate complex concepts, findings, and limitations into concise, plain language. Closely tie findings and conclusions into the agency mission, original problem statement and team objectives. Research and design presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling where appropriate. Collaborates with teammates, customers, and stakeholders in a reproducible and organized manner.

The GS-13 salary range starts at $94,373 per year.  The GS-14 salary range starts at $111,521 per year. Locality pay will be determined by the geographical location of the selection. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify at the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience organizing and moving large amounts of structured and unstructured data; conducting analyses using software and/or programming languages to explore data, test hypotheses, predict outcomes, and inform decisions; and working with customers to create useful presentations and interpretations of analytical outputs.

To qualify at the GS-14 grade level, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience organizing and moving large amounts of structured and unstructured data; conducting complex analyses using software and/or programming languages to explore data, test hypotheses, predict outcomes, and inform decisions; deriving meaning from big data to influence agency decision making; analyzing complex data elements and systems, data flows, dependencies, and relationships; translating complex concepts, findings, and limitations into concise, plain language; developing and presenting findings using compelling qualitative and quantitative visualizations that influence key decisions and improve organizational outcomes.

In addition to the specialized experience, you must meet the following Basic Requirements:

Basic Requirements:

  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position OR

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Skill in organizing and analyzing large amounts of structured and unstructured data sets using data analytical tools, to include experience locating, accessing, merging, cleaning, and standardizing data, and developing derived metrics.
  • Skill in establishing data pipelines, as well as developing and implementing best practices and procedures for data pipelines.
  • Ability to independently analyzing data, applying and explaining the statistical and mathematical principles used. Familiar with methods of exploratory data analysis, selecting appropriate models and identifying when data is insufficient to reach conclusions.
  • Skill in creating and implementing data collection and analysis tools while utilizing programming languages and environments (e.g., R, Python, SQL, Scala, Java). Knowledge in the implementation and creation of machine learning-based tools or processes.
  • Knowledge in working across organizational boundaries to identify and resolve data quality issues and drive an organization towards better data practices. Has successfully presented the results of a quantitative analysis to a non-technical audience. Ability to work with customers to create useful presentations and interpretations of analytical outputs. Ability to effectively articulate the limitations of data findings.
