Summary

This position is located the Office of Information Technology (IT), Office of the Executive Director (EX), Office of Inspector General (OIG), U.S. Department of State (Department). The OIG has statutory authority covering the Department and the US Agency for Global Media (USAGM). Oversight responsibility includes conducting and reporting on inspections, investigations, audits, and special inquiries of all overseas and domestic Department entities.

Duties

Help
  • Oversee and manage all aspects for data center operations and security operations for OIG including networks, systems and cloud deployments
  • Provide full lifecycle support for all deployed and new technologies on multiple networks
  • Manage procurements for various hardware, software and personnel contracts
  • Supervise team of full time employees and contractors
  • Provide excellent customer support for internal and external customers and final resolution for all datacenter related matters
  • Create and maintain documentation related to federal government laws and regulations to keep systems and networks properly accredited

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience in maintaining complex hardware and software systems and applications.

Experience related to to management of a Data Center.

Experience in managing of computer software architecture/configuration techniques, analysis and system design methodologies, and software evaluation techniques.

Experience in providing configuration control and management of computer software.

Experience in using computer languages and operating systems.

Experience in evaluating/adapting/converting deployed hardware

Managing on premises and cloud based infrastructure and application deployments and solutions in Microsoft Azure environment

Lifecycle management for IT infrastructure – inventory tracking, equipment refresh; migration to cloud

Thorough understanding of FISMA process and requirements; lead audit support and continuous monitoring efforts on multiple networks

FAC-COR level 2 certification is desired but not required

Experience in keeping abreast of new and emerging development and trends in Data Center technologies including but not limited to server, network, security, end users computing devices and conferencing solutions.

Experience in cybersecurity and privacy principles, cyber threat and vulnerabilities; industry-standard and OIG security analysis principles and methods, specific operational impacts of cybersecurity lapses; Risk Management Framework (RMF) requirements; enterprise incident response program, roles, and responsibilities; Personally Identifiable Information (PII) data security standards; incident response and handling methodologies; industry methods for evaluating, implementing, and disseminating information technology (IT) security assessment, monitoring, detection, and remediation tools and procedures utilizing standards-based concepts and capabilities.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
