Summary

The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety. The Medical Record Technician provides support of the day-to-day operations of the Aerospace Medical Certification Division (AMCD), by performing basic and routine tasks. The position typically supports the work of other employees and contributes to the activities and mission of the AMCD.

The Aerospace Medical Certification Division is responsible for the medical certification of airmen, this position is in support of the records maintenance and appropriate handling of those records.

Performs basic and routine tasks in support of a professional, technical, or specialized occupation under the general direction of a manager, project/program manager, team leader, or more experienced employee. Assists managers and other employees in day-to-day operations. Processes incoming mail requests for medical records, correspondence, medical and legal reports, medical study films, x-rays, etc. Required to query the Document Imaging Workflow System (DIWS) and other databases to determine appropriate action.

Applies limited experience and detailed knowledge of the Freedom of Information Act (FOIA), and Privacy Act (PA), as well as rules and regulations applicable to the handling of airmen medical records to accomplish tasks. Has some understanding of how administrative assignments contribute to the activities of the organizational unit. Typical assignments include using general knowledge of medical and legal terminology, medical records structure, documentation requirements to: compile abstracts of medical data, redact information and apply the exemptions according to the Privacy Act and FOIA, tract records using multiple systems, and analyze data recalling files from National Archives and Records Administration, ensuring completeness of medical records; preparing correspondence within a 20 day suspense period; providing written or oral explanations of administrative policies; determining information needed, and whether it may be released; maintaining airmen medical records. Calculates charges for non-certified and certified medical records.

Demonstrates some independence in planning time, but frequently coordinates with a manager, project/program manager, team leader, or more experienced employee to prioritize tasks, and use assigned resources. Sorts and prioritizes requests for the release of airman medical records concerning Airman Medical Certification. Determines if the request is PA or FOIA, evaluates the request and whether it is adequate to cover the requested information.

Responsible for creating, signing, and printing correspondence to airman and all the requesters. Prepares consultant abstracts, Washington/Regional transmittals and DOT sealed Certificate of True Copies to accompany records being released.

Many requests for release are governed by more than one regulation, which requires a thorough review of each case for determination of release based on set guidelines and conditions of the release to ensure all disclosures are legally authorized. Technician must also examine and understand complex legal documents, such as revocation, subpoenas, court orders, etc. Works under general instructions provided by a manager, project/program manager, team leader, or more experienced employee.

Work activities typically support the work of other employees and contribute to the activities of the organizational unit and the major subdivision.

To qualify at the FV-E (FG/GS-7/8) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-D (FG/GS 3 - 6) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

SPECIALIZED EXPERIENCE may include: Experience with medical terminology; experience with computer software programs to prepare correspondence and tracking documents (i.e., Microsoft Outlook, Microsoft Word and Microsoft Excel); experience compiling, evaluating, and analyzing data; experience working with internal/external stakeholders.
