The Policy and Leadership Advisor (Diversity, Equity, and Inclusion Programs) is a senior leader who will lead the development and implementation of proactive diversity, equity and inclusion initiatives that will support the OIG's efforts to define, understand, assess, foster and cultivate diversity. The incumbent will leverage best practices and resources across USAID OIG offices to promote a culture of inclusion where individuals from all racial and ethnic identities, ages, nationalities, social and economic status, sexual orientation, gender identity/expression, religious, political and ideological perspectives, and physical and mental abilities can thrive and be engaged. The DE&IO provides strategic and programmatic leadership for diversity and inclusion initiatives that advance diversity as a critical component of USAID OIG's mission.

The Policy and Leadership Advisor reports to the Deputy Inspector General (DIG) and serves as the senior diversity, equity, and inclusion advisor to the senior leadership. The incumbent will lead the development of a vision and effective strategy that champions the importance and value of a diverse and inclusive work environment. The Policy and Leadership Advisor will also engage managers and staff to build a welcoming and inclusive culture at the OIG.

Strategic Leadership

The Policy and Leadership Advisor will assess potential barriers and develop strategies focused on recruiting and retaining a diverse workforce. The incumbent will design training initiatives on cultural competency, gender differences, disability, sexual harassment, and other topics designed to increased awareness and support of equity and inclusion values and maintaining compliance with applicable laws. The DEI will also conduct and manage the OIG's workforce analysis and provide oversight of compliance with Affirmative Action, Equal Employment Opportunity, the Americans with Disabilities Act, and other applicable requirements, including serving as the OIG's Title IX Coordinator. This includes facilitating and coordinating OIG strategic planning and prioritization in the areas of diversity and inclusion; conducting periodic climate surveys; and working collaboratively to develop and implement strategies and initiatives that advance a climate of diversity and inclusion and support the OIG's mission, vision, and goals.

Recruitment Program Development

The Policy and Leadership Advisor partners with all OIG offices to develop strategic hiring and retention efforts to attract and retain a highly talented, diverse workforce. Drives diverse talent identification and retention strategies for managers and staff. Working with the Human Capital Division, develops and deploys initiatives that broaden the OIG's outreach to diverse, qualified candidates.

Education, Communication, and Outreach

Coordinates a wide variety of diversity programming for the OIG addressing all dimensions of diversity, equity, and inclusion. Plans and hosts brown bag sessions and community of practice events related to diversity and inclusion. Proposes and/or develops institutional programming related to diversity and inclusion, including employee developmental programs in areas such as cultural competencies, and cultivating and retaining future leaders from diverse backgrounds. Deploys and measures initiatives aimed at the promotion of diversity and cultural competence in the workplace.

Establishes effective modes of communication about ongoing diversity, equity, and inclusion at the OIG. Creates and implements communications strategies and content management for training, web resources, social media, and print materials to support diversity inclusion and related initiatives. Serves as a spokesperson for the OIG on matters related to diversity, equity, and inclusion. Forms and cultivates strategic partnerships with individuals and organizations outside the USAID OIG to help further its diversity agenda.

Advice, Reporting, and Guidance

Serves as the senior advisor to the IG, DIG and senior leadership on initiatives and issues

related to diversity, equity and inclusion and OIG climate as it relates to staff and identifies opportunities for improvement. Ensures the development and communication of related OIG policies, standards, and procedures. Serves as an advocate, mentor and resource for concerns and issues related to diversity and inclusion. Collects, analyzes, monitors, and disseminates organizational data to benchmark and promote accountability for diversity and inclusion at USAID OIG.

Provides analysis of legislation and regulations related to equity and affirmative action. Serves as advisor and resource person for management and staff in the areas of diversity, equity, and inclusions. As the primary point of contact, serves as the first point of contact for intake and investigation of concerns across the OIG to pertain to discrimination or harassment.

Applicants must meet all qualifications and eligibility requirements by closing date of the announcement including time-in-grade restrictions and experience as defined below.

Time in grade: Current federal employees applying for promotion opportunity must meet time in grade (TIG) requirements of 52 weeks of service at the next lower grade level in normal line of progression for the position being filled.

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis.

Specialized experience is defined as: (1) understanding of cultural and social issues and the impact on the workforce; (2) providing technical expert diversity, equity and inclusion advice to higher level management; (3) guiding programs that require a knowledge of talent management, strategic planning, change management and implementation processes.

Merit promotion applicants must meet applicable time-in-grade (TIG) requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. Note: Your answers to the assessment questions, which attest to your work experience, must be supported in your resume.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Additional information

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days.
