At the entry level of this position, you will:

  • Participate and assist senior Environmental Protection Agency (EPA)- Criminail Investigation Division (CID) Special Agents in conducting environmental crimes investigations, often complex in nature requiring use of techniques to effectively collect, interpret, and evaluate the associated regulations and alleged crimes.
  • Participate and assist with the collection, collation, evaluation, and integration of information on possible violation(s) and has ability to problem solve.
  • Participate and assists in collaborating and establishing contacts with other federal, state, and local contacts to develop potential violations and accomplish CID investigative priorities.
  • Prepare and develop accurate and complete, activity reports and summary reports in a timely manner.
  • Assist in entering and managing data in secure and sensitive systems as required to meet policy requirements, preservation requirements, and legal requirements.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.  NOTE:  Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Participation in the medical monitoring program is required.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

You will be required to obtain and maintain a top-secret security clearance.

This position requires the use of personal protective equipment (PPE).

Qualifications

Criminal Investigators - Special Provisions

  • Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties.
  • Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position.
  • Basic Agent Training Requirements: You must successfully complete and pass the required Basic Agent Training Program. Failure to pass the training program will result in separation from EPA.
  • Law Enforcement Training: You must successfully complete the 9-week Federal Law Enforcement Training Center's Basic Criminal Investigator training program and the 8-week Environmental Investigations Basic training program at Glynco, GA. You must pass the training program on the first attempt or you will be removed from this position and failure may result in separation from the Agency. You are exempt from this training if you have previously completed the program.
  • You must meet qualifications to carry a firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime.
  • Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency.
  • You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as experience in or related to assisting in investigations of civil or criminal violations, organizing documents for evaluation, and assisting in the preparation of summary reports - OR bachelor's degree with superior academic achievement.

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as experience in or related to investigation of civil or criminal environmental violations or Title 18 (general crime) violations, analyzing and organizing documents to evaluate information, and preparing detailed written summary reports - OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position
- OR an equivalent combination of education and experience.

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience in or related to investigation of civil or criminal environmental violations or Title 18 (general crimes) violations, gathering, reviewing, and discerning facts of alleged non-compliance, or permitting requirements, or violations of law, and preparing detailed written summary reports. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position - OR an equivalent combination of education and experience.

  5. Knowledge of inspections or investigative techniques pertaining to laws and procedures of administrative, civil, and criminal functions of government agencies.
  6. Ability to collect data, manage and analyze for problem solving.
  7. Knowledge to analyze data and information for violations.
  8. Ability to work across organizations to collaborate and establish contacts with other federal, state, and local contacts.
  9. Organizes and leads meetings among states, stakeholders or within regulatory agencies.
  10. Skill in effective written communications to draft clear and complete activity reports, operational plans, and other documents.
  11. Experience drafting complex reports that present facts and finding.
  12. Ability to conducts research, reviews or assessments and prepare subsequent reports.
  13. Skill in handling, reviewing, and preserving records.
  14. Ability to use programs, spreadsheets, or other tracking systems to track data and draw conclusions.
  15. Knowledge in retrieving, collecting, and organizing information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
