This position is in the Global Telecommunications Services Division (GTS), Office of Enterprise Network Management (ENM), Deputy CIO for Operations (OPS), Bureau of Information Resource Management (IRM/OPS/ENM/GTS), in the U.S. Department of State (DOS). The position of GTS Division Chief within ENM serves in providing the overall leadership and program management responsibility for the design and management of the telecommunications infrastructure.
Summary

Acts as the Department's telecommunications technical expert with the authority to manage enterprise network and telecommunications management issues.
Negotiates, establishes, and modifies contractual service level agreements (SLAs), performance metrics (PMs), and acceptable levels of quality in managing important contacts and vendor services in Government Technical Monitor (GTS).
Develops and prepares alternative telecommunications architecture design options for the consideration of senior leadership.
Ensures telecommunications program obligations and costs incurred by the Department comply with all applicable laws and regulations to ensure that accurate recording and accounting data is provided for all expenditures.
Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants applying for the GS-15 grade level must meet the following requirements:Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - experience reviewing information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service – developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. Anticipating information technology-related problems and as well as identifying and evaluating potential sources of information to generate alternative solutions.
AND
Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience communicating and demonstrating the telecommunications infrastructure.
Experience in program and project management for operations and development.
Experience in the formulation of long-range plans, goals, and objectives for the work directed.
