Summary

This position is located in the Bureau of International Narcotics and Law Enforcement Affairs, Office of Europe and Asia (INL/EA). INL uses a wide range of tools to counter crime, illegal drugs, and instability abroad, including foreign assistance, bilateral diplomacy, multilateral engagement, and reporting, sanctions, and rewards. ​The Program Analyst will serve on INL/EA's Cross-Cutting Team and will work to improve program management, budgeting and coordination.

Duties

Help
  • At the GS-12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.
  • Implements specifically assigned management programs impacting the Bureau. Recommends actions to achieve organizational objectives, and recommends future program objectives and improvements.
  • Participates in the development of policies, guidance, and directives related to foreign assistance program management and implementation by researching related issues, coordinating with other Bureau offices, providing feedback on guidelines.
  • Performs assigned parts of projects involving development, implementation, or monitoring of sophisticated management information systems that focus on the Bureau's progress in executing long and short range plans.
  • Administers assigned program planning processes, conducting briefings, presentations and conferences for executive management , program officers, and field staff.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

For the GS-12 position qualifying specialized experience must demonstrate the following: 

  • Experience drafting reports of findings and recommending actions to achieve organizational goals, future program objectives and improvements related to foreign assistance projects, for use by management.
  • Experience implementing management programs (eg, annual and strategic program planning, program budgeting, acquisition planning and administration, mandatory periodic reports).
  • Experience performing administrative activities (eg, data processing, accounting, budget) in support of foreign assistance program planning.

There is no substitute of education for specialized experience for the GS-12 position.

For the GS-13 position qualifying specialized experience must demonstrate the following:

  • Experience monitoring and using sophisticated management information systems to implement policies and manage programs.

There is no substitute of education for specialized experience for the GS-13 position.
