This position is located within the Diplomatic Post Office Branch, Diplomatic Pouch and Mail Division, Office of Program Management and Policy, Office of Logistics Management, Bureau of Administration (A/LM/PMP/DPM/DPO), in the U.S. Department of State (DOS). The Diplomatic Post Office Branch where the position is located, serves as the sole receiving and processing for worldwide mail, and unclassified and classified mail and pouch services for the Department and other U.S. Government mail.

Duties

Help
  • Provides guidance and support for day-to-day Diplomatic Post Office operations with ensuring administrative and management services provided are efficient and fully meet needs of activities and personnel served.
  • Furnishes analytical support for the organization and develops metrics and standards as required to assess DPO program and functional effectiveness.
  • Provides ancillary customer service for the Branch program in furnishing support services and guidance for diplomatic postal activities performed by a help desk and knowledge base management personnel.
  • Interprets and implements agency and organization policies and procedures applicable to DOS diplomatic mail operations that extend to all Departmental geographic locations and USPS established gateways.
  • Develops, conducts, and maintains Department-wide mail surveys that include retrograde mail to effectively measure efficiencies of mail services and customer satisfaction.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience reviewing and evaluating a wide array of mail-related program areas, assuring compliance with standards for processing, receipt, dispatch, delivery, security, and develop procedures aimed at preventing postal offenses.
  • Experience with Postal Software Applications, i.e., Automated Military Postal System (AMPS) and Mail Transit Time Measurement Systems.

There is no substitute of education for specialized experience for the GS-12 position.

  • Knowledge of uniform worldwide postal practices and procedures.
  • Knowledge of a wide range of qualitative and/or quantitative methods for assessing and improving mail management processes and systems.
  • Knowledge of Automated Systems. 
  • Ability to communicate orally and in writing.
  • Skill in using automated systems and related IT requirements.
