This position is located in the Office of Inspections, Office of Inspector General (OIG) for the Department of State and the U.S. Agency for Global Media (USAGM). The Office of Inspections (ISP) is responsible for conducting inspections of overseas missions and domestic bureaus or operating units. ISP also conducts subject-specific inspections that focus on a single high-risk area or program.

Duties

Help

  • Manages a comprehensive quality assurance program. This includes serving as the primary advisor to ISP leadership on all matters related to ISP's quality assurance program, recommending changes to inspection processes to improve the quality of ISP reports, reviewing and revising inspection handbooks and standard operating procedures, ensuring all inspection reports are thoroughly referenced, liaising with CIGIE on all matters related to the Inspection & Evaluation external peer review program, and preparing an annual quality assurance plan.
  • Leads ISP’s report review process. This includes ensuring that inspection reports adhere to CIGIE Quality Standards for Inspection and Evaluation, as well as applicable ISP and OIG standards, preparing and disseminating guidance and templates on report preparation and review processes, tracking the time elapsed for all stages of the report review process to determine bottlenecks or other inefficiencies, and making recommendations to improve the efficiency and timeliness of the report review process.
  • Manages the inspector training program. This includes overseeing the development and delivery of training programs; preparing or directing the preparation of instructional materials on the inspection process, quality controls, and the CIGIE Quality Standards, and liaising with the CIGIE Training Institute on Inspection & Evaluation-related training to stay abreast of new developments, trends, and techniques in inspector training.
  • Supervises and manages ISP’s Quality Division. This includes assigning, reviewing, and evaluating work for two GS-14 subordinate supervisors, evaluating and rewarding performance, giving advice, instructions, or counsel to employees, assigning personnel to meet the division’s workload or to accomplish special projects, and ensuring staff training is relevant and adequate to ensure high performance, develop employee potential, and improve division efficiency.

Qualifying specialized experience must demonstrate the following:

Experience developing and implementing policies, procedures, guidelines, and training for a Federal Office of Inspector General’s quality assurance and/or quality control program to ensure work is conducted in accordance with professional standards, preferably the CIGIE Quality Standards for Inspection and Evaluation.  

There is no substitute of education for specialized experience for the GS-15 position.

  • Ability to assign, review, and supervise the work of others.
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances.
