Summary

This position is located in the U.S. Department of Labor (DOL), Veterans Employment and Training Service (VETS), Office of Strategic Outreach (OSO).  The incumbent serves as a Management and Program Analyst.  The primary purpose of this position is to conduct outreach to employers and connects them with federal, state, and other resources in order to facilitate employment for transitioning service members, veterans, and military spouses. 

This position is inside the Bargaining Unit.

All U.S. Citizens Incumbent's duty location will be determined upon selection and assigned to the Philadelphia, or Chicago Office within the local commuting areas listed in this vacancy. The position maybe virtual.

A selection will be made for each Region location: 

Chicago Region ($104,915-$136,387) - local commuting areas: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio

Philadelphia Region ($103,104.00-134,033) - local commuting areas: Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, West Virginia

Salary will be set based on the location after selection is made.

Major Duties include:

  • Coordinates employment resources and expertise across businesses, employer groups, veterans' organizations, state workforce partners and government agencies to promote veterans' employment opportunities.
  • Market the HIRE Vets Medallion Program (HVMP) and encourage employers to apply for the award. The incumbent will connect employers with federal, state and other resources to assist them in meeting the veteran employment, retention, and other requirements of the HVMP award.
  • Interact with Human Resources (HR) professionals at large, medium and small corporations in their assigned region in assessing their veteran hiring objectives and developing and helping HR professionals implement plans to meet these objectives leveraging the American Job Center (AJC) network.
  • Provide a valuable bridge between national and regional employers who are eager to commit to hiring veterans and workforce development staff through AJCs who are tasked with building local employer relationships and assisting veterans in entering gainful employment.
  • Establish working relationships with respective State Veteran Coordinators and Local Veteran Employment Representatives (LVERs) in their assigned regions to support state and regional employer hiring efforts.
  • Develops a regional strategy, supporting the VETS Operations Plan for engagement with employers, State Workforce Agencies (SWA's) and other organizations and individuals that inform and influence action in the veterans' hiring space.
  • Analyzes and evaluates regional employer job driven training and outreach programs and ensures organizational effectiveness and efficiency.
  • Prepares written materials and/or presentations on matters affecting VETS and reports out verbally or in writing to appropriate VETS and DOL officials.
  • Educate and encourage employers to establish an apprenticeship program to attract more veterans. Engage with Regional Employment and Training Administration (ETA) Office of Apprenticeship (OA) to increase apprenticeship opportunities for transitioning service members and veterans.
  • Provide consultative assessments to employers and encourage them to utilize DOL employment services through the American Job Centers and connect them with federal, state, and other resources to leverage veteran hiring.

Qualifications

Specialized Experience for the GS 13: In order to qualify, applicants must demonstrate in their resume 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. In describing your experience, please be clear and specific. We will not make assumptions regarding your experience.

Examples of qualifying specialized experience includes meeting at least three (3) of  the following types of tasks performed onregular and recurring basis:

  • Demonstrated experience making recommendations in support of an organization’s strategic outreach development, communications, public education, and engagement strategies;
  • Experience evaluating the effectiveness of an agency or organization's outreach programs and services;
  • Experience delivering agency/organization positions in written and oral briefing materials and to synthesize information in a concise manner;
  • Experience building and strengthening relationships with public and private sector employers, labor unions, industry associations, veteran service organizations, to advance employment opportunities for  transitioning veterans/military spouses;
  • Public speaking experience delivering agency/organization positions to external stakeholders.
