Duties

Help
  • Plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures for IT projects.
  • Ensure customer and management involvement throughout the software development process.
  • Identify and define business or technical requirements applied to the design, development, implementation
  • Coordinate the demonstration of new and enhanced applications to customers and management.
  • Evaluate and recommend adoption of new or enhanced approaches to delivering IT services.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail -Apply systems engineering concepts and factors, such as: structured design; supportability; survivability; reliability; scalability, and maintainability.
  2. Customer Service -Meet and deal effectively with a wide range of people from different e.g, cultural, social, educational, economic, professional and ethnic groups. Skill in conducting detailed analyses of complex functions and work processes.
  3. Oral Communication - Provides technical guidance to team members; and serves as primary liaison between customers, vendors and IT management throughout the development process
  4. Problem Solving - Investigates, evaluates, and selects tools and methods for improving productivity and software quality throughout the life cycle; assesses the feasibility of adopting new software design technologies within the current systems environment; and develops best practices guides for use by other applications software specialists

AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in applying software design concepts and methods; relationships among multiple IT disciplines; the IT infrastructure; and project management principles and methods.
  • Experience interpreting IT policies, standards, and guidelines.
  • Experience evaluating proposals for the acquisition of IT products or services.
  • Experience communicating orally with all levels of employees and senior-level management officials in preparing  status briefings, and recommendations; justifications and documentation; and developing reports for IT policies, standards and guidelines.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of information technology life cycle management concepts.
  • Ability to analyze technology hardware and software for solutions.
  • Ability to interpret and apply legislation, statutes, policies, and regulations governing information technology.
