This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Knowledge Management (INL/KM).The incumbent serves as a social scientist and subject matter expert in mixed-methods social science research to recommend and/or develop empirically grounded and methodologically rigorous approaches to design, monitoring, and evaluation of bureau projects and programs.

Duties

Help
  • Estimates the macro-level impact of bureau programs using a mix of quantitative and qualitative research methods from the social sciences
  • Works with datasets of project performance data to explore and group data and test hypotheses.
  • The incumbent designs and manages evaluations of project performance and impact.
  • The incumbent presents findings in concise, written, and graphical data analysis in ways that are readily understood by non-experts, to make recommendations that inform critical office and /or bureau policy and management decisions.

Qualifications

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

Have a undergraduate or graduate degree from an accredited college or university in behavioral or social science; or other related disciplines appropriate to this position;

OR Have a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in this field;

OR Have completed at least 4 years of appropriate experience that demonstrates that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in this field.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience evaluating interventions’ impacts using a mix of quantitative and qualitative social science research methods
  • Experience formally presenting research findings of social science data.
  • Experience teaching social science methodology or applied methodological concepts.
