Help

Participates in the data gathering, analysis, and flight inspection of navigational aids (NAVAIDS) and instrument flight procedures (IFPs). Recommending certification, restrictions, or removal of NAVAIDS and IFPs from service in support of the national airspace system (NAS) or under the authority of the FAA.

Duties FG-13: Serves as pilot-in-command (PIC) for repositioning or ferrying aircraft and on maintenance test flights. Serves as second-in-command (SIC) on flight inspection missions. Responsible for conducting the mission and operating aircraft safely, efficiently, and in the best interest of the Government. When serving as PIC, functions as the team leader of an assigned aircrew. Conducts in-flight inspection of IFPs and air navigational facilities, and evaluation of the quality of the signals emitted from NAVAIDS for the purpose of determining conformance to operational standards and verifying facility integrity. Evaluates and certifies NAVAIDS and IFPs including Standard Instrument Approach Procedures, Departure Procedures, Standard Arrival Routes, charts, fixes, and holding patterns to ensure adherence to prescribed standards, tolerances, operational suitability, and acceptability of electronic facility performance. Ensures all necessary documentation required in connection with the flight inspection mission is accurate and completed in a timely manner.

Duties FG-14: Serves as Mission Commander with the Airspace System Inspection Pilot credential and has authority to certify, restrict, or remove from service NAVAIDS and IFPs in the NAS. This certification grants flight inspection personnel the authority to carry out the FAA's responsibility in ensuring satisfactory operation of air navigation facilities and IFPs in accordance with Order 8200.1 U.S. Standard Flight Inspection Manual, and applicable International Civil Aviation organization documents.

Serves as Aircraft Commander on flight inspection missions and is directly responsible for the safe operation of the aircraft, functions as team leader of an assigned aircrew, and evaluates the technical data collected on flight inspection missions. Based on independent judgment and detailed knowledge of applicable directives, has full authority to certify, restrict, or remove from service NAVAIDS and IFPs in the NAS or under the authority of the FAA.

Performs the following functions: Provides technical direction and oversight to team; plans, organizes, and directs team efforts; coordinates and integrates team efforts; assures production and accuracy requirements of team members; provides advice, counsel, and instruction to team members on work, provides on-the-job training to team members; reports to the supervisor on work accomplishments, training needs, and disciplinary problems of team members; provides information or makes suggestions, as requested by the supervisor, concerning promotions, reassignments, recognition and awards, and personnel needs of team members; approves emergency or short-term leave for team members in the absence of supervisor; resolves informal complaints, and suggests ways to improve productivity or increase the quality of the work performed by the team.

Provides technical expertise and coordinates extensively with organizational elements of the FAA, aviation industry, and military and foreign government personnel concerning aspects of flight inspection. Evaluates and certifies NAVAIDS and IFPs including Standard Instrument Approach Procedures Departure Procedures, Standard Arrival Routes, charts, fixes, and holding patterns to ensure adherence to prescribed standards, tolerances, operational suitability, and acceptability of electronic facility performance.

Based on knowledge, experience, and independent judgment, initiates required Notices to Airmen where safety of flight or other urgent reasons dictate and coordinates activity with responsible Air Traffic Control function, National Flight Data Center, or corresponding military organizations.

Eligible candidates will be evaluated based on their responses within the application package and Supplemental Qualifications Statement, FAA Form 3330-47-3 ASIP (10/98).

Minimum Eligibility Requirements: Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.

Certificates and Ratings: All applicants must possess either a valid Commercial pilot certificate with airplane, multi-engine land AND instrument ratings OR an Airline Transport Pilot (ATP) certificate with multi-engine land rating. *Selected candidates without an ATP certificate will be required to successfully complete the ATP written exam within 60 days of appointment.* In addition, all applicants must possess either a valid first or second-class medical certificate. *Selected candidates must obtain a first class medical certificate prior to appointment.*

TOTAL FLIGHT TIME - 1500 Hours.

Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.

PILOT-IN-COMMAND TIME - 250 Hours.

Only flight hours acquired as pilot-in-command are creditable.

NIGHT FLYING TIME - 75 Hours.

For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.

FLYING TIME, LAST 12 MONTHS - 100 Hours.

For inservice placement actions, up to one-half of the flight hours may be waived provided the applicant's total background reflects the ability to perform the duties of the position safely. NOTE: Flight time in an FAA approved level C or D full flight simulator is creditable towards meeting the recency of flight experience. If applicable, applicant must document time in the Airplane PIC or SIC blocks of the Total in Last 12 Months section of the FAA Form 3330-47-3.

MULTIENGINE AIRPLANE TIME - 500 Hours.

Experience may have been in either light or heavy multi-engine airplanes.

INSTRUMENT TIME - 75 Hours.

At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g., hood instrument.

FLIGHT CHECK - A pre-employment flight test may be required, except for previous FG-2181, Airspace System Inspection Pilots, who have flown under Flight Program Operations Air Operator Certificate within the last 24 months.

Selective Placement Factor: To qualify for the FG-14, applicants MUST possess an Airline Transport Pilot Certificate AND possess an Airspace Inspection Pilot (ASIP) Credential.
