As the Supervisory Human Resources Specialist (HR Development) you will:

  • Collaborate with the Human Capital Division, OIG supervisors, and other stakeholders about their training and development needs to understand, recommend, and deploy effective solutions, and measure their effectiveness.
  • Identify best practices, areas of improvement, and opportunities to reduce risks and increase quality of the agency's learning and development program.
  • Develop and implement a comprehensive communication strategy for the agency's training and development programs; use metrics to validate knowledge transfer and the agency's return on investment.
  • Provide leadership and guidance to OIG supervisors, managers, and senior executive staff in the development, administration, and continuous improvement of OIG's employee learning, training and supervisory development programs.
  • Collaborate with the HC Director in assessing current and future workforce needs; oversee/manage the training budget; and ensure the efficient and cost-effective development and maintenance of an OIG training delivery system.
  • Lead the development and continuous improvement of a comprehensive training strategy that is strategically aligned with agency goals.
  • Design and develop programs and curriculum, partner with internal subject matter experts and/or external vendors to achieve defined training, learning, and development objectives.
  • Conduct surveys, assessments, and analyses to define performance, skill, and knowledge gaps and recommend training and development to drive individual and agency-wide capability and performance improvement.
  • Establish goals, objectives and plans for staff supervised; schedule and plan the work to be completed by staff; and determine resources required to accomplish the work.
  • Develop management processes and procedures in the areas of strategic planning and workforce development.

Qualifications

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) working with effective learning and development methodologies and e-learning platforms such as the Learning Management System (LMS); (b) designing and implementing employee learning and development and New Hire Onboarding/Orientation programs, and (c) project management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Additional information

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to work remotely or continue to telework one or more days a pay period depending upon the terms of the agency's remote/telework policy
